01-22-97 v CITY OF ATLANTIC BEACH PARKS AND RECREATION ADVISORY BOARD MEETING JANUARY 22, 1997 A regular meeting was held Wednesday, January 22, 1997, at the Adele Grage Community Center meeting room. The meeting was called to order by Chairman Dezmond Waters at 7:24PM. Present were: Mark Beckenbach Patricia Goeli Dezmond Waters Mary McGee Scott Debuty Timmy Johnson, Staff Liaison Suzanne Shaughnessy, Commission Liaison Mark Beckenbach made a motion to approve the minutes of the last meeting. Dezmond informed the Board that the sign ordinance is with the city attorney and will be on the next commission agenda. Mark suggested that redwood or similar material is to be used but the Commission did not mention similar material in the resolution. Mark met with City Manager, Jim Jarboe to discuss Johansen Park and park linkage. Jim informed him that they will allocate part of the budget for the infrastructure. Mark recommends that the Board be realistic and see what they can accomplish at this time, and come up with a twenty-year plan. Mark also recommends linking the bike path with what we have in place. g Work with Seminole Road through Oceanwalk, to Garden, to 20th Street, into Selva Lakeside, across Mayport Road to Donner, Dutton and Tresca. The proposed plan should be placed in the tide views. Mark will continue to ride around and come up with more information and bring this topic to a close. District two held a legislative meeting January 17. Patricia Goelz informed the Board that plans for the urban garden are at a stand still. Mary McGee will get things moving again. Dezmond informed the Board that at some point the Board needs to recommend some programs and personnel to run the recommended programs. Patricia recommends placing a survey in the tide views and possibly highlighting one park each month. The master plan for Tresca Property has been completed. Now the City Commission has to decide how much money to spend on the project. The park needs a name. Suggested names are Intracoastal Waterway Park and Marshview Park. Dezmond will contact Maureen King to have a • name that park contest. Dezmond recommends that the Board try to attend, help and support the Camp out Under the Stars. The City received five bids to design Bull Park. City staff will short list these firms. Once the short list process is complete, the Commission will hold a special meeting to select a firm. At this point no money has been allocated to this project. Patricia recommends having a citywide cleanup day on Palm Saturday. The renovations to Howell Park have been completed and the park is open. The City is in the process of upgrading the ball field in Donner Park. We have installed lights throughout Jordan Park. The plaque needs to be replaced. The City is in the process of installing dugouts in Russell Park. We have installed the playground equipment. Scott recommends getting the beautification committee involved with adding some sort of ivy along the fence. Dutton Island process is in the negotiation stage. The bridge to the Island has been shut off. Timmy will contact Maureen King concerning the resolution for naming Mandelay Park. Dezmond will contact Maureen concerning naming that park contest. Patricia will contact Maureen concerning the citywide cleanup day.
