I VOTE FOR: FLORENCE PICARD SHARETTE SIMPKINS y i:ER'S SIGN:TURE RECOMMENDATIONS FROM THE RECREATION ADVISORY BOARD As of the meeting of this Board, on Thursday, July 19, 1990, the following recommendations will be presented to the City Commission on Monday, July 23, 1990 at the regular City Commission Meeting: 1. In reference to the request of Mr. John Seroyer for the sum of $1,000 for the purpose of transporting 2 All Star State Champion Teams to their respective sites, in order to further participate in the Southeastern Regional Championship Games, this Board recommends to the City Commission that the City issue a check for the total of $1,000 payable to -a -"amst- Auto Rental with the stipulation that if the cost is higher, the Atlantic Beach Athletic Association pays the difference and if the cost is less, the remainder of the $1,000 be given to the Atlantic Beach Athletic Association to be used on these respective trips to help feed the children. It is further understood that $500 of this total $1,000 had been allocated to the Athletic Summer Program at Fletcher Senior High School and not been used, therefore the request is for an ADDITIONAL $500 to reach the total of $1,000. 2. As a result of this and other requests that may come to this Board, it is the recommendation of the Recreation Advisory Board that a contingency fund be made advailable beginning Oct. 1, 1990 in the Fiscal Budget for a top figure of $5,000 to handle any requests that come before this Board for support monies relating to recreational needs, that this Board finds worthy. These may include, but not be limited to, assisting in trips such as the Little League State Transportion, funding some of our disadvantaged youth within the City limits of Atlantic Beach, who, due only to the lack of funds from home, do not or cannot play Little League in this City, Tennis League when they go out of Jacksonville to represent the City in Champion Matches, etc. This special fund does NOT include the items requested by the Parks & Recreation Director for activities such as Christmas Tree Lighting, Egg Hunt, Bicentennial Celebrations, etc. 3. In hearing the Complaints of Mr. Charlie Williams of the Roberts Mt. Pisgah Church Softball Team, this Board recommends that the City provide an outside water fountain and leave the restrooms open at Donner Park, particularly on Monday and Thursday evenings from 6:30 pm to 9:30 pm while they practice. The Board specified that if the water fountain is damaged or destroyed - AGAIN- or the restrooms become abused - AGAIN- then both these privileges will be revoked. It is also recommended that the equipment at Donner Park at this REC.ADV.BRD.MTG. PG. 4. In the matter of the vacant seat formerly held by Alice Richardson, the Boar recommends we table this item until the next meeting. S. After discussion among members and sharing the negative response the Citizen of this City voiced to different members, the matter of user fees, the. Board has elected to drop any further discussions on this item. 6. The paving in Jordan Park has been recommended by the Board. The matter is in relation to the semi-circular drive and lighting. ***NOTE: Over this past weekend, July 21, 22, 1990 the following transpired: RUSSELL PARK for the 3rd time in 10 days, the sink in.-the Men's Restroom has been ripped off the wall and finally broken into pieces, along with the plumbing pipes. DONNER PARK: for the third time in less than a fiscal year, someone has ripped the JEA meter box and wires off the wall of the building in Donner. As a result, JEA, after inspecting the destruction, cut off all power to the Park and informed us to get an Electrical contractor to repair and remount the system, then call them back and they will re-connect the power. It is the considered opinion and recommendatidh of this Board that the City place a full time person in the house that was once owned by Mrs. Thelma Griffith, AS SOON AS POSSIBLE, to help offset some of the problems therein. The restrooms in Russell Park will either be closed, with the key available from the Recreation Dept. or repaired or reconstructed. .4INUTES OF THE RECREATION ADVIOSRY BOARD MEETING OF JULY 19, 1990 Chairman Fagan called the meeting to order at 7:35 pm. All members were in attendance except for Gerard Vermey who was excused due to a prior committment. Visitors present were: John Seroyer, Player Agent for the Atlantic Beach Athletic Association, Rich Murray, President of the ABAA, Calvin Blair, volunteer Activities Director in Donner Park, Charlie Williams, organizer of the Roberts Mt. Pisgah Church Softball Team, practicing in Donner Park and Willie Miley, resident of Donner Park subdivision. Attached are the recommendations of this meeting as presented to the City Commission at its regular meeting on Monday, July 23, 1990 by Chairman Fagan. The abreviated _minutes of the meeting are reflected in the attached copy. The section marked: ***NOTE 2 Faas added on July 23, 1990 after the incidents reported were dulynoted.. These will serve as the minutes of this meeting, unless someone wishes to listen to the recorded tapes. There being no further business to come before this Board, the meeting was adjourned at 9:30 pm. Needless to say, this prestigious event will take precedence over the scheduled meeting. This Department will advise all of you of the time this group will come before the Board, in the future. Thank you all for your continued support. **NOTE: The regularly scheduled meeting of July 19, 1990 will take place at 7:30 pm in the Recreation Modular, as previously scheduled.
