,. BEAUTIFICATION COMMITTEE
May 12, 1999
A regular meeting of the Beautification Committee was held Wednesday, May 12, 1999, in the
City Hall conference room. Present were June Morns, Chairperson, Barbara Bonner, Steve
Geuther, Jean Norton, Jane Vincent and Staff Members Susan Dunham and Ron Schiebler.
The meeting was called to order by Chairperson June Morris at 7:37 p.m.
A~nroval of Minutes
Barbara Bonner motioned to approve the minutes, Jean Norton seconded and the motion carried.
New Member
June Morris introduced Jean Norton as a new member to the Beautification Committee.
Plant Swan
June Morris declared the Plant Swap a success. Ron Schiebler supplied all the plants and a quite a
few people brought plants to swap or they made donations if they did not have any plants to swap.
Total donations amounted to $67. The Committee decided to make the Plant Swap an annual
spring event. The following were suggestions made by the Committee for next year's event: fewer
hours (10:00 a.m. to 3:00 p.m. was too long); not necessary to be held in conjunction with Earth
Day; Camellia Society to set up a stand but cannot sell or swap plants; invite a Master Gardener to
1,~-.,, attend to answer questions; and a member of one of the garden clubs to attend with books to help
identify plants.
Arbor Dav Event
No corporate sponsor has been located yet. Ron Schiebler and Steve Geuther will work together to
locate a corporate sponsor. Steve Geuther will co-chair as a project manager. Ron Schiebler
stated that he would co-chair along with Steve if Barbara Hopson was not able to do so. Ron gave
an update on available lots:
1. Theatre lot on Atlantic Boulevard: The owners will know in 120 days if the lot has sold. If it
has not sold, then the owner has authorized the Committee to use the lot. If it is sold, then the
owner stated that she would ask the new owners if they would allow us to use the lot.
2. Pic and Save lot: This lot is under negotiations for sale.
3. Mayport Road lot next to Fleet Reserve: This lot is also for sale and has been for sale for quite
some time. The owner, Charles Cook, has stated that we can use this lot if it has not sold.
Ron made a commitment to Greenscape for a March 2000 event and has ordered solely salt-
tolerant trees. Greenscape needed advance notice to allow enough time to grow the trees. Ron is to
call Ms. ~ooley, of Greenscape, to confirm that their Board has given their approval for
Greenscape and the Beautification Committee to hold this event.
In order to save the expense of hiring a security guard, Ron has offered to park his 30-foot self-
. contained trailer on the lot so that he could guard the trees in the evenings prior to the sale (if the
City of Atlantic Beach will allow this).
Ron's Update
1. Area in front of City Hall: Ron cleaned it up and will plant impatiens this Thursday or Friday.
Ron would like to plant leatherleaf ferns around City Hall if there are any unbudgeted monies
at the end of the fiscal year.
2. The mailbox area at Plaza and Seminole: complete, except for some Zinnias to be planted.
3. Concrete box at Johansen Park: flowers planted.
4. Seminole Road and Ahern Street: flowers will be planted within the next two weeks.
5. Flowerbed at AlA and Mayport Road: planted non-blooming jasmine and rebuilt and enlarged
the sprinkler system.
6. Sea Turtle: Barbara Bonner took over this area and has completed the replanting.
7. Sailfish Drive: Ron would like to install a sprinkler system along Sailfish from Cavalla to the
Breakfast Nook to save the palm trees. He showed the. Committee a diagram of the system.
The only costs would be the rental of a Ditch Witch, for one day ($67), and two helpers from a
temporary agency, for two days. Ron would like to start this project in two to three weeks.
The cost would be approximately $150 to $200.
1999!2000 Budget
Susan Dunham advised the Committee that the City of Atlantic Beach is in the process of
preparing the fiscal year 1999/2000 budget. She asked for suggestions for projects the Committee
would like to add so that they could be submitted for approval. Barbara Bonner suggested that the
new lifeguard station be a beautification project. Susan Dunham will ask George Worley if
landscaping is included in the lifeguard station. If not, then the Committee would like to designate
$2,000 toward beautifying this area.
7`" Street Oasis
Steve Geuther presented a final plan and budget for the 7'~ Street beach access beautification. On
the south side of the street, the irrigation and plants are already in place. On the north side of the
street, the irrigation system can be tied into La Chateau's system, which is on a well. Steve will
communicate with Bobbie Nelson, of the Department of Environmental Protection, in regard to
planting palms in the dunes. The budget is $5,665. The revenue requested from the City is $2,500
in matching funds. Jean Norton motioned to approve the plan for the 7`" Street Oasis, Barbara
Bonner seconded and the motion carried.
Tree City USA
The City of Atlantic Beach's membership to Tree City USA has lapsed, so Susan Dunham asked
the Committee if they would like her to submit the paperwork to reapply. The Committee said yes.
Announcements/Reports
Jane Vincent advised the Committee that a trash can had been placed at the west end of 1 l~' Street.
Two new "Thank you for not littering" signs have also been placed on each side of the street. Jane
Vincent stated that this area needed to be `beautified.' June Morris suggested that we list this as a
future agenda item.

Jane talked to Bob Kosoy about putting new plants around the sewage lift station. Bob told her
that they would do this after the City drainage problem is resolved. Jane will call Bob Kosoy to
see if they would cut down the dying oleander trees.
