Adjournment ..,, MINUTES OF BEAUTIFICATION COMMITTEE October 13, 1999 A regular meeting of the Beautification Committee was held Wednesday, October 13, in the City Hall Commission Chambers. Present were June Morris, Chairperson, Mina Ames, Barbara Bonner, Steve Geuther, Jean Norton, Gloria Vaughn, Jane Vincent and Staff Members Susan Dunham and Ron Schiebler. I. Call to Order The meeting was called to order by Chairperson June Morns, at 7:35 p.m. II. Aguroval of Minutes Steve Geuther motioned to approve the Minutes of August 11, 1999, and September 8, 1999, as submitted; Barbara Bonner seconded and the motion carried. III. Old Business A. Arbor Day Program: Steve Geuther informed the Committee that Greenscape has prepared the promotional package for Prudential Realty but has not had the opportunity to deliver it to them. Ron Schiebler suggested the Publix parking lot as an alternative location for the sale if needed. B. Sailfish Drive: Ron Schiebler stated that three-fourths of the project is complete. One-fourth of the area needs sprinkler heads and three-fourths of the area needs sprinkler head supports, which ``~ will all be installed within the next week-and-a-half. There are currently 28 pindo palms, and seven more are needed to replace the pindo palms that are dead or dying due to disease. In addition, Susan Dunham relayed the City Commission's suggestion to plant crape myrtles between the pindo palms. The Committee discussed this suggestion and stated that they did not believe that there was enough room between the palms to plant crape myrtles but suggested planting something smaller, such as Indian Hawthorns. After further discussion, Jean Norton moved that the Beautification Committee go before the City Commission to request $490 from the Tree Fund to replace seven pindo palms on Sailfish Drive. Steve Geuther seconded the motion, which passed unanimously. C. Ron's Update on Landscaped Areas: • 10~` Street was completed yesterday. Kay Lanier is no longer able to take care of 10"' Street so this has fallen to the Beautification Department to maintain. • The flower bed at the five-way stop is stripped and ready for planting snapdragons. The society garlic has grown so much that they are root-bound and not producing flowers. Ron will pull them out and break them into smaller clumps to replant. • Ron has placed an order for 80 flats of snapdragons to place in front of City Hall, Seminole and Atlantic, the five-way stop, and other locations. • Impatiens will be planted next week at the entrance to City Hall. • Barbara Bonner mentioned the terrible condition of the area around the "Welcome To" sign at town center. Susan Dunham relayed her conversation with Dezmond Waters who stated that town center was working on an inter-local agreement between Atlantic Beach, Neptune Beach and Jacksonville to maintain the landscaping around town center but that it would probably ` not be finalized until later this year. Lifeguard Station: Susan Dunham stated that Jim Hanson, the new City Manager, wanted an opportunity to review the landscaping plans, before we proceed further. E. Five-Year Plan: Deferred until the next Beautification Committee meeting. F. Street End/Beach Access Program: Susan Dunham handed out the proposed Street End/Beach Access Program. The Committee held a discussion regarding the removal of the $5.00/hour labor charge in the current program. Steve Geuther moved to delete the $5.00/hour labor charge in the Street End/Beach Access Program. Barbara Bonner seconded the motion, which passed unanimously. The Committee will review the proposed Street End/Beach Access Program and will bring any changes/suggestions to the next Committee meeting. IV. New Business A. Luminaria: Ron Schiebler advised the Committee that-there are approximately 50 or 601uminaria kits (6 to a kit) left over from last year. Approximately 300 kits were sold last year. After discussion, the Committee approved ordering 3001uminaria kits. Ron Schiebler will order the. kits tomorrow. B. Trees on Seminole Road: Susan Dunham relayed to the Committee the City Commission's suggestion for lining Seminole Road with trees. The Committee requested Susan Dunham to find out the boundaries to the stormwater system improvements so that the Committee could look at ., planting trees in areas that will not be affected by the improvements. C. Beautification Committee Web Page: Susan Dunham handed out a printout of the Beautification Committee web page from the City of Atlantic Beach web site. Susan Dunham asked the Committee members to look over the web page and please a-mail or call her with any suggested changes or additions. D. Replacement Trees on Plaza, Saturiba and Sailfish: • Plaza: Ron Schiebler informed the Committee that seven of the trees on Plaza (between Sailfish Drive and Mayport Road) have died. Ron Schiebler provided to the Committee the costs for replacement oaks, maples, sycamores and magnolias. The Committee requested that Ron Schiebler obtain price quotes for laurel oaks, American hollys, Palatka hollys, and Bradford pear trees before proceeding further. • Saturiba Drive: Seven oak trees died prior to the sprinkler system being installed and need to be replaced. Ron Schiebler recommended replacing the two missing trees (north side of Saturiba, just west of Sea Oats) with oaks to match the oaks that are currently there. Due to the high cost of oak trees, Ron Schiebler recommended planting five Bradford pear trees in the bed on the north side of Saturiba between Seminole Road and Sea Oats. • Sailfish Drive: After discussion, the Committee decided to wait for the price quotes on the replacement trees for Plaza and Saturiba Drive before approaching the City Commission for funds from the tree fund. It was determined that the Committee would make one request for replacement trees for all three locations. A Beautification Committee Meeting October 13, 1999 Page 3 E. Beach Access Signs: Susan Dunham advised the Committee that the Florida Coastal Management Program is offering free beach access signs. A discussion ensued regarding the placement of the signs and whether they are needed or not. The Committee decided to order the signs and determine at a later date which beach accesses need the signs. Barbara Bonner moved to order 40 beach access signs. Jane Vincent seconded the motion, which passed unanimously. F. Increasing Membership: June Morns suggested that each Committee member talk to neighbors and friends to see if they are interested and, if so, to invite them to a Beautification Committee meeting as a guest. V. Announcements/Reports Susan Dunham advised the Committee that the City of Atlantic Beach would not be able to apply for Tree City USA designation for 1999 due to the lack of an Arbor Day proclamation. Susan Dunham assured the Committee that she would have the proclamation prepared and signed for the year 2004. Barbara Bonner brought to the attention of the Committee the: Beaches Leader article advising of the Mayport Road enhancement meeting on October 20, 1999 to be held by the Beaches Division of the Jacksonville Chamber of Commerce.
