The Atlantic Beach Beautification Committee met on Wednesday, June 13,
1990 at 7:30 p.m. at City Ha11, Atlantic Beach, Fl. In attendance were
Mayor William Gulliford, Chairman Jody Ford, Coordinator Carl Walker,
Deborah Barbee, Alice Pardee, Dorothy Hollis, Betty Carey, Barbara
Bonner, Vern Weatherford, Bob Wilkins, Dezmond Waters and Secretary
Georgia Horn.
Chairman Ford & Mayor Gulliford opened the meeting with discussion
relative to the medians on Atlantic Boulevard which the committee has
been trying to negotiate with Neptune Beach. Mayor Gulliford went over
the problem the committee has been having for new members explaining
recently' we had found out the medians were owned by Neptune Beach,
leaving the decision up to them as far as beautification or planting of
trees were concerned. Mayor Gulliford said he was having a hard time
trying to get together with their -City Manager or Mayor and has referred
Carl Walker to try and pursue the matter a little further.
Mayor Gulliford also briefly talked about getting involved with Neptune
Beach's Mayor in reference to beautifying the area that adjoins Neptune &
Atlantic Beach. He mentioned Neptune Beach already has plans for Lemon
Street, in Neptune Beach for a beach access & beautification plan... Mayor
Gulliford asked Carl to also check into meeting with David Hansford, of
the Sun Dog Diner & Tom Morton, of Ragtime Tavern about their
participation in the project and to share what ideas they have.
At this time the Tree Ordinance was mentioned with Mayor Gulliford
stating the Commission had deferred the amendment the committee had
presented. He said there will be a workshop held at City Hall, on July
2, 1990 at 7:30 p.m. including the Commission, Beautification Members and
Tree Board, in reference to the amendment, and urged all members to
attend. The Mayor said he felt it was the wording of certain areas that
needed to be looked at and that it was too subjective.
The new Atlantic Beach signs were mentioned and the need to go ahead and
start some type of landscaping. Most members felt they looked very bare
and incomplete. They agreed mulch could be placed at the foot of the
signs until the landscaping & flowers could be planted. Jody stressed to
everyone it was just too dry to go ahead and try to plant anything and
that anything planted would die due to the lack of rain along with the
water restrictions limiting the watering time.

The committee discussed the landscaping for the new signs and the type
flowers, etc. to use. Three that were mentioned were the Indian Hawthorn,
Society Garlic and Day Lilies. Jody said she would call Claudie Hogans to
see if he could carry a small load of dirt to be placed at the bottom of
the signs. Also volunteers were asked to donate time to clear debris away
from the sign to determine if the area needed to be tilled. They decided
they would start at the Atlantic Beach sign first, and work their way to
the other signs.
At this time Carl Walker reviewed briefly the budget he has been working
on and what he had listed which included:
18th & 19th Street Access
Trash Receptacles
Miscellaneous Supplies
Flowers & Landscaping - including Oaks for Seminole Road
Discussion at this time went back to the Atlantic Boulevard area and
Mayor Gulliford said it was important that the .committee get started on
as many improvements as possible so that hopefully it would be
contagious. He said the committee needed to showcase a certain area and
this would most likely create more contributions from other citizens in
Atlantic Beach. Tim Townsend of our Sewer Department is checking into a
surplus tanker for watering and Jody said if the Mayor would get the
tanker, she would supply the City with all the flowers that the committee
needed for planting.
An idea of putting together a booklet on flowers and plants that would be
good for planting in our area was talked about with the committee also
mentioning that they could sell them to try and make a profit for the
committee for other projects. Also, The committee agreed to go ahead and
try to use most of the remaining money in this years budget to buy trash
receptacles for different areas that the committee has been working on in
their master access plan.
The final discussion of the evening was the decision of choosing a City
tree, flower and shrub. The idea of letting .the community decide and
voice their opinion was mentioned by having an extra in the next issue of
the Atlantic Beach Courier, with a section being included for voting on
these selections:

The Yard Of The Month was briefly mentioned with Carl stating that it had
been narrowed down to three or four yards with the yard committee needing
to check out certain locations.
With no further discussion, the next meeting was set for July 10, 1990 at
City Hall ~ also a reminder for July 2, at 7:30 p.m. at City Hall for the
Special meeting with the Commission ~ Tree Board on the Amendment to the
Tree Ordinance.
The meeting was adjourned at 10;00 P.M.
