MINUTES
The Atlantic Beach Beautification Committee met on Wednesday, May 10, 1989
an 7:30 P.M., in the City Commission Meeting Room, City Hall, Atlantic
Beach, Florida.
The meeting was called to order by Mayor Gulliford who opened the meeting by
mentioning a few topics including the approval of the money for membership
of The Keep America )3eautiful Program, by the City Commission, and a
suggestion for the committee to go ahead and elect three members far the
representatives for the program. Present were Mayor Gulliford, City Manager
Richard Fellows, Betty Carey, Cass McKenna, Nick Nicholl, Barbara Bonner,
Jody Ford, Luann Wilson, Phil Corp, Carolyn,Woods, Dezmond Waters, Susan
Grube, Joanna Fletcher and Recording Secretary. Georgia Horn.
At this time, Mayor Gulliford said the committee members should proceed with
electing a permanent Chairman and Vice Chairman. He said he felt the members
should get together and decide what projects would benefit Atlantic Beach,
along with concentrating on ideas to help push these projects along. Mayor
Gulliford then turned the meeting over to Jody Ford since he needed to
depart early.
Jody Ford then agreed that the committee needed to go ahead and elect a
Chairman. Committee Member Barbara Bonner then nominated Jody Ford to be the
permanent Chairman of the group. Dezmond Waters second the motion, which was
unanimously approved. He said they should. go ahead and break into the groups
discussed at the last meeting which. were Litter, Lands-Gaping and Signs. Jody
Ford agreed and said that a chairperson fo~° each group should be chosen.
At this time, Carolyn Woods who is a Landscape Architect, commented on how
she spoke to the American Society Of Landscape Architects, and that she
would be meeting with them to discuss a date in which a presentation may be
made. She said it was important for the groups to organize their ideas so we
could have a general idea of what areas Atlantic Beach would like them to
work on.
Carolyn presented and explained the "Charente", which is to formalize a
conceptual master plan far the city. First, the groups get together ideas
about what they feel is needed to be done and then present them to the City
Commission for endorsement. She proceeded to talk about Program Development
which is exactly what we want to accomplish, and Concept Development which
is what our image is to others.

The Process for the Charette was then discussed, stating that you start with
Program Development including hiring a professional team for program review
and from there, to finalize the Master Plan and implement it.
At this time Dezmond. Waters along with others agreed that Atlantic Beach
needed to have a friendly, family orientated image. Carolyn added that as
soon as the members were broken into groups, everyone could agree upon ideas
to present to the A.S.L.A.. Dezmond Waters suggested to go ahead and get
into the groups and to discuss what ideas they had now so that they would be
prepared by the next meeting date.
The subject of The Beep America Beautiful Program was brought up and it was
decided that they should choose the 3 representatives to be sent to the
seminar for training in the program. Money was also brought up and haw much
cost the member would have to absorb. The Gity Manager said he felt that
something could be worked out with setting up a fund for interested members.
Committee Members then discussed a plan to adopt a flower for Atlantic Beach
that a City nursery could keep and make readily available for the community.
`~' This would bond the community together. Carolyn then mentioned that she
thought that June 10, would be a goad date for the committee to meet with
the A.S.L.A. and present their ideas for a Charette.
The members then broke into their chosen groups to discuss ideas within
their areas, so they would be prepared to present their views to the
A.S.L.A. when they meet.
The committee decided to set the next meeting date for May 24, 1989 and with
no further discussion, the meeting was adjourned at 9;50 P.M.
