09-24-97 v - 3• • • CITY OF ATLANTIC BEACH RECREATION ADVISORY BOARD MEETING SEPTEMBER 24, 1997 A regular meeting of the Board was held Wednesday, September 24, 1997 in the Adele Grage Community Center Meeting Room at 7:20PM. Present were: Barbara Hopson Ed Waters Patricia Goelz Dezmond Waters, Chairperson Mary McGee Stephanie Galoway, Guest Suzanne Shaughnessy, Commission Liaison Timmy Johnson, Staff Liaison Chairperson Dezmond Waters opened the meeting by informing the Board that he finished the letter to Kelly Elmore, concerning Bull Park, and delivered it to Kelly, the City Manager and the City Commissioners. Stephanie Galoway presented the Board with the attached sculpture for their approval. This sculpture will be incorporated into the Bull Park plans. Patricia Goelz made a motion to accept the sculpture as long as it meets all safety guidelines. Ed Waters seconded and the motion carried. Following other general discussion on Parks, the meeting was adjourned at 8:30 PM. \ 4 • Description The outdoor, permanent sculpture for First Night was conceptualized and designed by artist Sharla T. Valeski. Inspired by Japanese rock gardens and the Zen oriented art of Noguchi it is made of metal, cement, rocks and sand and is designed to be interactive with the public. It is comprised of a circular pit of white sand that will be approximately 18 inches deep and 13 feet wide. This circular sand pit will be fully sur- rounded by flat rocks placed closely together thus extending the width of the total circle to approximately 17 feet. One half of the "rock circle" will be light in color, the other half dark. At the center of the sand pit will be a vertical metal post that is 5 inches in diameter and is 5 1/2 feet above the sand level. This center post will be embedded into a 3'(h) x 5'(w) x 5'(w) cement block which will be 2' below the surface level. The center post will be adhered to the cement block by a metal plate and several long spikes. Protruding from the center post will be three horizontal arms. Each arm is 6' long and 3" thick. Each arm will have a handle and a wheel at the outside of the sand pit. This and a metal track allows the arms to be manually rotated around the center post. The first and lowest arm will have a flat metal bar (approximately 5 3/ 4' long and 3/4' high) and connected by 8 segments of 5" links of chain. This arm will flatten the sand below it making a smooth surface. The second and middle arm will have five (2 1/2') metal poles welded to it and spaced evenly at a vertical angle. These vertical poles will make a circular pattern in the sand when the arm is manually moved around the center post. The third and highest arm functions as the middle arm but instead of having five vertical poles, it will have six. Outside the perimeter of the 17 foot circle of rocks and sand will be three smaller sculpture pieces spaced evenly.
