BEAUTIFICATION COMMITTEE
February 9, 2000
A regular meeting of the Beautification Committee was held Wednesday, February 9, in the City Hall
Conference Room. Present were June Morris, Chairperson, Mimi Ames, Barbara Bonner, Steve Geuther,
Gloria Vaughn, Jane Vincent and Staff Member Susan Dunham.
I. Call to Order
The meeting was called to order by Chairperson June Morris, at 7:40 p,m.
II. Approval of Minutes
Barbara Bonner motioned to approve the Minutes of January 12, 2000, as submitted; Jane Vincent
seconded and the motion carried.
III. Old Business
A. Arbor Day Program: Susan Dunham gave an update from the January 21 Greenscape meeting:
1. Oceanside Bank is sponsoring the Tree Sale.
2. Greenscape has secured the Pic N-Save parking lot as the location for the event.
3. Free mulch will be available for tree sale patrons.
4. The next edition of Tide Views will contain an article detailvng the event.
5. Greenscape requested that the Beautification Committee distribute flyers to the local
elementary schools. The Beautification Committee members agreed. Steve Geuther will
clarify a target date for distribution at the next Greenscape meeting.
6. Camille Hunter, Clean It Up-Green It Up, two nursery personnel and a forestry person will
attend the event to answer questions.
7. The next Greenscape meeting is scheduled for Friday, February 11.
B. Ron's Update on Landscaped Areas:
Ron Schiebler was not in attendance due to illness. Susan Dunham advised the Committee that
the Mayor's live oak tree has been planted. Also, the trees on 5aturiba and Plaza have been
planted. Discussion was held on how to water the new trees once Ron Schiebler retires from the
City. Steve Geuther volunteered to talk with the neighboring property owners on Saturiba to see if
they would consider watering the trees. Susan Dunham will talk to Public Works to see if they
can water the trees on Plaza.
C. Tree Giveaway: Susan Dunham distributed the Staff Report (attached) to be submitted to the City
Commission for approval. Jane Vincent moved to approve the Staff Report as submitted. Steve
Geuther seconded the motion, which passed unanimously.
D. Landscaping of Lifeguard Station: Susan Dunham distributed the conceptual plan of the
landscaping for the lifeguard station (attached). Steve Geuther approved the landscaping plan as
submitted; Gloria Vaughn seconded the motion, which passed unanimously.
E. Street End/Beach Access Program: Susan Dunham suggested that this item be tabled until further
review of the program by the City Manager.

V. Announcements/Resorts
A. June Morris showed the Committee members a Letter to the Editor from D. Bisbano. June stated
that Code Enforcement or Town Center, not the Beautification Committee, handles the issues
addressed in the letter. June Morris attempted to call D. Bisbano to invite him/her to the next
Beautification Committee meeting but was unable to locate a telephone number.
B. Mayor's Neighborhood Matching Grants Program. Susan Dunham advised the Committee
members about workshops scheduled for February 10 and February 24. No one is able to attend.
Susan distributed the application form and asked the Committee members to think about projects
for this grant for the next meeting.

STAFF REPORT
AGENDA ITEM: Request from Beautification Committee. to hold annual tree giveaway using Tree
Fund monies.

BACKGROUND: The Beautification Committee would like to hold an annual tree giveaway to
attempt to create a tree canopy in City of Atlantic Beach neighborhoods such as Royal Palms, Aquatic
Gardens and certain areas of Section H. Approximately $2,000 per year would be allotted from the Tree
Fund to purchase live oaks and sycamores to plant on private property. This request would require
amending the Tree Ordinance to allow trees purchased with Tree Fund monies to be planted on private
property. City of Atlantic Beach meter readers will be requested to place door hangers with application
forms in targeted areas. Applications will be approved in the order in which they are received until all the
allotted trees- are given away. The Beautification Department will deliver the trees (with instructions for
care) to the owner and it will be their responsibility to plant and care for the trees.
RECOMMENDATION: If the Tree Ordinance is amended to allow trees purchased with Tree Fund
monies to be planted on private property, it is recommended that the Beautification Committee be allowed
to hold an annual tree giveaway. Approximately $2,000 per year would be used from the Tree Fund to
purchase trees for the tree giveaway.
