MINUTES OF
BEAUTIFICATION COMMITTEE
November 8, 2000
A regular meeting of the Beautification Committee was held Wednesday, November 8, 2000, in the City Hall
Commission Chambers. Present were Jody Richards, Chairperson, Mimi Ames, Barbara Bonner, Dee Carter,
Juliette Sleeper, Gloria Vaughn and Staff Member Susan Dunham.
1. Call to Order
The meeting was called to order at 7:40 p.m.
2. Recognition of Visitors
Shirley Blackman of 393 Plaza Drive introduced herself and advised that she was interested in
assisting the Beautification Committee.
3. Approval of Minutes of October 9, 2000
Staff member Susan Dunham. stated that the signature line in the Minutes needed to be changed from
"June Morris" to "Jody Richards." A motion was made by Committee Member Bonner, seconded
by Committee Member Sleeper and unanimously carried to approve the Minutes of October 9,
2000, as amended.
4. Old Business
A. Update on Landscaped Areas: Gardener Terry Putnam was absent due to an injury. Terry
Putnam faxed Chairperson Richards an update on the Agenda items Landscaped Areas, Tree
Giveaway, Sailfish Drive, Luminaria and Trees on Dudley Street. The following is the update on
landscaped areas:
• Removed the mulch at the five way stop;
• Planted petunias;
• Started a regular fertilizer program;
• Trimmed the palm trees at City Hall and the Police Station;
• Removed the stumps at the Police Station;
• Attempting to locate a new tree to replace the dead wax myrtle in the round bed in front of the
Police Station;
• Trimmed the crape myrtles at City Hall;
• Fertilized the bradford pears.
Chairperson Richards complimented Terry Putnam on her work and on how much she has learned
in her position.
B. Tree Giveaway: Fifty percent of the participants have picked up their trees. It was suggested
that next year to give a deadline for picking up trees. Susan Dunham will call Hickory Creek to
determine who has not picked up their trees and will call those individuals.
C. Public Beach Access Program: Discussion was held with regard to the Public Beach Access
Program. In addition, Susan Dunham discussed the City Manager's request that the
Beautification Committee begin to work on drafting a policy with regard to beautifying other City
,~,...., right-of--way areas. Chairperson Richards cautioned that beautifying all the City owned property
is not a very good use of City funds. Susan Dunham stated that it is not the intent of this policy to
beautify all City owned property but to have a policy in place when citizens call with requests.

With regard to the Public Beach Access Program, Chairperson Richards expressed her concern
that if the program is presented to the Commission for approval that this will open the avenue for
everyone else in the City to ask for matching funds. Susan Dunham explained that this program
has already been in place for several years and has been highly publicized. Chairperson Richards
stated that she understood this but requested that this item be deferred until she has a chance to
discuss this issue with the City Manager. A motion was made by Committee Member Sleeper
and seconded by Committee Member Carter to defer action on the Public Beach Access
Program. The motion passed with Mimi Ames, Dee Carter, Jody Richards, Juliette Sleeper
and Gloria Vaughn voting in favor of the motion. Barbara Bonner abstained from voting.
D. Sailfish Drive: Public Works has agreed to help Terry Putnam move the pindo palms. Terry
Putnam received the following lowest price quote on palms and oaks: $2,500 for twenty 12-foot
palms or twenty 30-gallon oaks for $3,900. Susan Dunham advised that $5,500 has been allotted
from the Tree Fund to purchase/plant trees on Sailfish Drive. Discussion was held with regard to
what types of trees to plant at this location. Chairperson Richards recommended oaks, hollys or
sycamores. A motion was made by Committee Member Vaughn, seconded by Committee
Member Bonner and unanimously carried to plant live oaks in the strip from the building to
Atlantic Boulevard, plant East Patatka hollys or Savannah hollys along the building and to
ezpend no more than $4,000.
E. Luminaria: The luminaria will be delivered on November 14~`. The Committee determined the
following schedule for selling luminaria at the Selva Marina Country Club Art and Craft Sale on
November 18 and the Tree Lighting Ceremony on December 2:
Arts and Craft Sale:
9:00 a.m. - 10:00 a.m.
10:00 a.m. - 11:00 a.m.
11:00 a.m. - 12:00 p.m.
12:00 a.m. - 1:00 p.m.
Tree Lighting Ceremony:
5:00 p.m. - 6:00 p.m.
6:00 p.m. - 7:00 p.m.

The night to light the luminaria will be Friday, December 22.
5. New Business
A. Trees on Dudley Street: Chairperson Richards stated that Timmy Johnson, Parks and
Recreation Director, expressed that there is no place to plant trees on Dudley Street and
recommended not planting any additional trees.
B. Trees on Francis Street:. Discussion was held with regard to what type of trees would be
acceptable to plant on Francis Street. The Committee recommended planting oaks, hollys,
magnolias and southern red cedars and also suggested planting a variety of these trees. The
Committee would like Terry Putnam to determine dimensions for the area and how many trees to
plant. The Committee also requested that Terry Putnam solicit price quotes on red cedars, oaks,
hollys and magnolias.

6. Announcements/Reports
Discussion was held with regard to the December 2000 meeting. A motion was made by Committee
Member Carter, seconded by Committee Member Ames and unanimously carried to cancel the
December 2000 meeting.
7. Adjournment
The meeting was adjourned at 9:00 p.m.
