04-28-99'§ DRAFT MINUTES OF ~~ CULTURAL ARTS ADVISORY BOARD MEETING -- Apri128,1999 A regular meeting of the Cultural Arts Advisory Board was held Wednesday, Apri128, 1999, iri the City Hall Commission Chambers. Present were Mayor Suzanne.Shaughnessy, Chairperson Alice Gartland, Nancy DeCandis, Nancy Bodge, Karin Clark, and Staff Members Timmy Johnson and Susan Dunham. The meeting was called to order by Chairperson Alice Gartland at 6:55 p.m. Approval of Minutes The Board approved the Minutes of the last regular meeting dated March 17, 1999. Concert in the Park Karin Clark advised the Board that the concert was canceled due to inclement weather. However, 20 families stayed and had a picnic in the park. It was decided not to reschedule the concert due to the busy festival schedule at the beaches and to wait for the fall Concert in the Park. Chairperson Alice Gartland gave Karin Clark and Nancy Bodge an A+ for effort. Art Classes in Atlantic Beach Elementary Nancy Bodge reported to the Board that Karen Sader indicated that neat year the elementary school would not have any funds available for an art teacher. The Board held a discussion about its role in helping Atlantic Beach Elementary with the lack of funding. Nancy Bodge will tallc with Karen Sader and Lucy Stewart to find out what Atlantic Beach Elementary School is going to do next year. Nancy is going to visit the head of The Center at Ponte Vedra tomorrow to see if they have a few people tivho can help, either this coming month or next year, with some hands-on art classes. Jacksonville University Dance Rosemary Fletcher was not in attendance so this topic was tabled until the next regular meeting. First Night National Conference Eloise Koerber, Suzette Abrass and Nancy DeCandis attended the First Night National Conference. Nancy's primary goal in attending this meeting was to see how Atlantic Beach's First Night fits into all the models of other First Night cities. Eighteen cities represented at the meeting have a budget of $50,000 and under. Every city with a population of 15,000-16,000 people (approximately 8 cities) has a budget of roughly $35,000 and attendance averaged 2,500 people. Of all the people in this. particular workshop, only one person was paid, all others were volunteers. Insurance The Board discussed the insurance issues pertaining to separating from the City. The consensus was to stay insured under the City. ,~, ,.~ DRAFT Sponsorship Nancy Bodge advised that First Night had to refuse $10,000-$15,000 from American Express Financial ~:.., Advisors because City Barik said there was a conflict of interest. First Night International suggested to Nancy that next year the Board ask City Bank if they are interested in participating at an increased level. Millennium Mayor Shaughnessy stated that the Commission had not discussed the Millennium. However, there is to be a special Commission meeting on Monday, May 3, at which time she will bring it up. Membershiu Jeanelle Wagoner has joined the Board as a new member. Exhibit Space Alice Gartland suggested that the Board find public locations where artists could display their work. This work would be for sale and a percentage would be given to the Cultural Arts Board. Mayor Shaughnessy suggested displaying art at City Hall with the artist's name and price. Alice Gartland suggested the Sea Turtle Inn and Mayor Shaughnessy stated she will be attending a meeting there tomorrow and will broach the subject. Karin Clark suggested a brainstorming session and writing letters to artists to determine their interest and ask if they would like to be involved. The Board decided to brainstorm next month. Grants Alice Gartland will talk with Timmy Johnson about asking for funds for a director. Summer Art Classes Nancy DeCandis advised the Board that Kristin Brodt just found out she has Multiple Sclerosis and might not be able to teach the summer classes. Funds from the City Mayor Shaughnessy asked the Board if it vas going to make a request for funds from the City this year. The Board decided to discuss this at the next regular meeting. The meeting was adjourned at 7:35 p.rn.
