09-13-89BEAUTIFICATION COMMITTEE MINUTES The Atlantic Beach Beautification Committee met on September 13, 1989 at 7:30 P.M., in the City Hall Commission Chambers, Atlantic Beach, F1. Attending were Mayor William Gulliford, Chairman Jody Ford., Bob Wilkins, Alice Pardee, John Otto, Dezmond Waters, Barbara Bonner, Coordinator Carl Walker, and Secretary Georgia Horn. Chairman Ford opened the meeting by asking for discussion on any old business. Carl Walker began to talk about the Yard Of The Month Program that had been talked about at the last meeting. The sign which will be used was mentioned and the colors of it which will consist of the Ribbon being Blue, the Badge being Gold and the Letters will be Black for good visibility. The Logo is now on order from Keep America Beautiful. Carl Walker had put together some Policies and Procedures for The Yard Of The Month Program and passed copies out for all members to review and talk about. The subject of the cost of the sign was brought up and Chairman Ford had asked if the committee felt the sign should be ordered or if they should wait until October when the new Budget goes into effect. The Mayor then said considering the cost of the sign which is $60.00, he felt that they could go ahead and order it. Chairman Ford brought up an idea of presenting a small brass plaque-that the committee could present to the winner each month so they would have something to keep instead of the sign being the only honor they receive which will be removed at the end of the month when a new Yard has been chosen. She estimated the cost to be around $5.00 each. The committee then began to discuss the Policy & Procedures and what they felt the selection process should be. Jody said the nominations could be printed in the quarterly newsletter the city receives. Mayor Gulliford and committee members discussed the selection process and everyone agreed that a letter should be dropped off or mailed vs. telephoning City Hall due to the number of calls that might be received. They also agreed that a previous recipient could not have been chosen within the same year. BEAUTIFICATION COMMITTEE PAGE 2 The committee agreed they needed to go ahead and get the three members which will decide an the Yard of The Month. The two members who volunteered were Dezmond Waters, and Carl Walker. Chairman Ford said she will call Cass McKenna and Charles Hatchell, who are also members to see if they would be interested in the other position. The three members will choose themselves the yards to decide on for the first month and starting in November, nominations will be accepted by mail at City Hall. Bob Wilkins began to discuss the 1$th & 19th Street access in reference to the Charette. He mentioned the parking conditions and that parallel parking vs. angle parking which we have at the present, would be better. Also brought up was the subject of parking meters. He also said he felt the city should reclaim city property that some people had taken over, as an example, the property on 6th Street. Chairman Ford asked the members to be patient due to the fact that any work related to the Charette will be very time consuming, but that she would check with Chief Thompson in reference to the parking and if it would be necessary to get an ordinance passed before anything could be done. f The subject of the Sign Ordinance was brought up and it was suggested the members needed to familiarize themselves with the Ordinance before they go before the Commission. All members agreed the biggest problem, and one that should not exist was off premises signs. Jody stressed that the main thing the committee needed to do was to establish their intent. She asked the members what they felt about the wording and writing of the ordinance in reference to being able to understand it, and all agreed that it could be made easier to understand. Section 1 of the Ordinance was discussed and the members were going to review signs posted on buildings, and decals and decide what sections they feel should be changed, and will go back and re- write. Finally an idea of putting together a packet for new builders would be developed so that they will be aware of all codes, restrictions, and zoning. With no further discussion the meeting was adjourned at 10:20.
