Parks & Recreation Board Meeting
February 28, 1996
Present: Ed Waters, Desmond Waters, Scott DeButy, Barbara Hopson, Timmy Johnson
and Patricia Goelz. Appearing Suzanne Shaughnessy, Mayor Lyman Fletcher.
Howell Park discussion: Eighth Street and Sherry Drive entrance will the closed.
Desmond questioned closure because this is the most used access. Fourth and Sixth
Streets will be open. Sixth will need some help with beautification.
Nature park and education should be Howell's main focus. There is approx. one mile of
trail, 6/10th to be marked. Mr. Johnson would like to have schools plant and maintain
some plants in the park.
Ms. Hopson reminded us the commission passed Howell's budget mostly for safety
purposes. She felt more should be spent in the future for stabilizing pond banks,
kiosks, signage and more. Barbara reported on the school's view of this park as unsafe
but looking forward to the changes.
Desmond would like to see more chairs, benches and a Gazebo on the hill.
Community Gardens: The gardens are in the works. DCDB has been contacted.
Pastor Wright should be contacted (c/o Mt. Pisgah AME Church, 1915 Jordan St)
to help recruit neighborhood participants.
Donner- Mr. Ed Waters reported the SW corner plot was owned by Charles Johnson of
8031 Hampton Blvd. Norfolk, VA 23505-1001. There was agreement that this
property should be pursued by Mr. Johnson and Mr. Worley to enlarge the ball field
for adult ball. Mr. Johnson stated other property will also need to be purchased.
Ed reminded us there was NO fence around the building construction area. He was
afraid for the children and the building. Mr. Waters thought we should ask
Jacksonville to upgrade the North side of Church Street. The mayor said he would
check into this.
The Mayor stated he would like to see improvements of the right of way on Dudley
street. Oaks ($75 each) will be planted and he hopes other landscaping will follow.
Desmond Waters noted he would like the city to look into an easement to Dutton Rd
from Church St.
—RusSell: Concept is finalized. First address maintenance and safety.
Light all park
Develop tot playground-take out old
Bleachers-replace and free area around concession
Replace concrete dugouts with chain link and sun covers
Plant greenery on fences, plant trees
Expand soccer and football fields
Walkway through park connecting it to Jordon
Address picnic areas
The sub-committee is to meet and discuss their plans with Timmy.
Their was an idea that Russell would be a good place to have a community built
playground. Not everyone agreed.
Ms. Shaughnessy stated that she would like to see the ball field lit this season. She
spoke with Woody Richardson and B-ball would love that. Timmy would like to talk to
Woody and neighbors.
Mayors Report: He would like the board to focus on two main ideas: Concept and
Details. Mr. Fletcher would like to see a broad picture of each park identified. Then
he would like to see certain detail worked out such as, benches, playground
equipment, landscaping; keeping in mind we must work with the city and other
boards.
Mr. Johnson noted that the time is now to build the parks. Our master plan should
follow to include a 5 year plan.
Mr. Timmy Johnson's report: Mr. Johnson is in the process of putting out guidelines
and procedures for the parks. All city and private use will fall under this outline. The
procedures will be ready by the "First Night" event.
March 2nd, the 3rd annual city campout is all tide up. One glitch, only a small griddle
is available for use in making pancakes for Sunday breakfast.
Check in starts at 2pm.

Boy Scouts & flag ceremony 7pm
Line dancing, drumming, movies & astronomers
Taps 11 pm, Police officers will check camp at 11 pm & 3 am

Board members who have missed three meetings need to call Timmy.
