September 13, 2000
A regular meeting of the Beautification Committee was held Wednesday, September 13, 2000, in the City Hall
Conference Room. Present were Chairperson June Morris, Barbara Bonner, Gloria Vaughn, Jane Vincent and
Staff Member Susan Dunham and City Gardener Terry Putnam.
1. Call to Order
The meeting was called to order by Chairperson June Morris, at 7:40 p.m.
Z. Recognition of Visitors
Visitors Claudia and Jim Naughton, Dixie Elkin, Jerri Stumpf, Pat Norman, Julie Sleeper, Pat
Cagnassola, Marsha Cobb and Pat Ballinger introduced themselves.
3. Anuroval of Minutes
A motion was made by Barbara Bonner, seconded by Gloria Vaughn and unanimously carried
to approve the Minutes of August 9, 2000, as submitted.
4. Old Business
A. 19~' Street Beach Access: Pat Norman and Jerri Stumpf presented the proposed landscaping
plan for the 19~' Street beach access. Ms. Norman advised that the recent rains had washed away
some of the new coquina. walkway and that they were in contact with another quarry source that
will correctly mix the coquina shells with lime rock to achieve a more secure walkway. In
addition, Ms. Norman displayed pictures of the proposed planting materials which included
grasses, asparagus fern, sea oats, black pine, Mediterranean herbs, etc., that will thrive in the
windy, rocky and sandy climate. Their group will attempt to create a neighborly, friendly, natural
beach access. They would also like to propose an in-ground birdbath to encourage people to drop
their shells into the birdbath when leaving the beach. The anticipated cost to beautify this beach
access is $19,000. Ms. Norman stated that they have been awarded a grant from the Mayor's
Neighborhood Matching Grant Program and a grant from the Jacksonville Community
Foundation. Ms. Norman requested assistance from the City for two benches and a bike rack.
City Gardener Terry Putnam will check with the Parks and Recreation. Department to see if two
benches are available; the bike rack can be purchased from the matching fund program. A
motion was made by Barbara Bonner, seconded by Jane Vincent and unanimously carried
accepting the 19a' Street Beach Access Group into the Beach Access Matching Grant
Program. A motion was made by Jane Vincent, seconded by Gloria Vaughn and
unanimously carried to approve the proposed plantings. Staff Member Susan Dunham
advised Ms. Norman that their project would be presented at the September 25 Commission
meeting for Commission approval.
B. Selva Norte Median: Marsha Cobb stated that a landscaping plan had been submitted at the last
Beautification Committee meeting and that they would like to have a water source brought to the
median. Susan Dunham reminded the Beautification Committee that they needed to vote on
whether this project qualified as part of the Beach Access Program. A motion was made by
Barbara Bonner, seconded by Gloria Vaughn and unanimously carried that the Selva Norte
median does not fall under the Beach Access Matching Grant Program. .June Moms
questioned who would be maintaining this median and Ms. Cobb confirmed that their group
would maintain the median. A discussion was held regarding who would pay for the water used

at the median. Committee members and City Staff voiced concerns about the economic feasibility
of the City paying for water at various medians throughout the City. Ms. Cobb stated that they
would be willing to pay for the water connection to the median and the water used at the median.
Staff Member Susan Dunham will assist Ms. Cobb with the process of obtaining a water source
to the median.
Pat Ballinger addressed the Beautification Committee regarding the City removing a spigot from
a median on Live Oak Lane. June Morns reiterated that the City could not provide water to all
the medians in the City.
C. Citizen Request for Reimbursement of Irrigation System on City Property: Staff Member
Susan Dunham read a letter from Richard and Frances Beaver regarding reimbursement of an
irrigation system installed on an island on Selva Marina Circle. The Committee discussed this
request and stated that first, the Committee would not have installed an irrigation system of this
cost; second, the Committee would not have approved installing St. Augustine sod due to its high
water consumption; and third, since Mr. Beaver is a City Commissioner, the Committee would
have disqualified his company for consideration for this project. A vote was taken by the
Committee with the Committee unanimously opposed to reimbursing Richard and Frances
Beaver for the irrigation system.
D. Update on Landscaped Areas: City Gardener Terry Putnam advised that the City Manager has
requested that the garden areas contain more color and annuals, In this regard, at the five-way
stop, City Gardener Terry Putnam moved around the existing plants and planted annuals. The
f Committee thanked Terry Putnam for all the work she has done on the gardens. City Gardener
Terry Putnam also advised that she has added hummus, fertilizer and re-graded all the beds.
E. Tree Giveaway: Staff Member Susan Dunham advised that the actual count of trees to be given
away totals 32, not 33, due to one household submitting two applications. 24 Sycamore trees and
8 Live Oak trees were requested. The trees will be ordered from Hickory Creek for $29.55 per
tree. Staff Member Susan Dunham read the letter that she drafted for mailing to the tree
giveaway participants notifying them of where to pick up their tree. This letter will include
planting and pruning instructions. If any participants need assistance in picking up and/or
planting their tree, they are to call Susan Dunham.
F. Public Beach Access Program: Susan Dunham distributed the draft of the Public Beach Access
Program and requested that the Committee members review this for the next Beautification
Committee meeting.
G. Sailfish Drive: City Gardener Terry Putnam received a price quote for railroad ties for $1,406.
In addition, Terry Putnam met with a landscaper who suggested installing a curb to deter trucks
from driving into the bed. The price for a curb from Atlantic Boulevard to Cavalla would be
$3,750. Installing a curb would prevent the recurring costs to install landscape timbers every few
years. Staff Member Susan Dunham advised that the Beautification budget for Sailfish Drive is
$2,000 and an additional $5,500 from the Tree Fund for trees. The Committee requested that
Susan Dunham talk with Public Works to see if they would be willing to install a curb. The
Committee requested that Susan Dunham see if the monies left over in the 1999/2000
Beautification Department budget could be carried forward to the 2000/2001 budget. It was

determined that Committee members would meet at the site to select the pindo palms that need to
be removed.
5. New Business
A. Election of Officials: June Morris advised the Committee that Steve Geuther resigned effective
today from the Committee due to work and family commitments. In addition, June Morris turned
in her resignation effective today. June Morris requested that the Election of Officials be added to
next month's agenda.
