MINUTES
The Atlantic Beach Beautification Committee met on Wednesday, April 26, 1989
at 7:30 P.M. in the City Commission Meeting Room, City Ha11, Atlantic Beach,
Florida.
The meeting was called to order by City Manager Richard Fellows due to Mayor
Gulliford being delayed at another meeting. Attending were Barbara Bonner,
Betty Carey, Phil Corp, Betty Eilers, Joanna Fletcher, Julia Hite, Freda
LaRoche, Nick Nicholl, Dezmond Waters, Robert Wilkins, Carolyn Woods, and
Holly Kredell who was sitting in for Gwen Mathews. Also present were Mayor
Gulliford, City Manager Richard Fellows, Barbara Mason with The Keep America
Beautiful Program, Jackie Eldridge, Executive Director of The Keep
Jacksonville Beautiful Program, and Recording Secretary Georgia Horn.
City Manager Richard Fellows welcomed all and introduced Mrs. Barbara Mason,
The Keep America Beautiful Representative. Mrs. Mason gave a brief history
of the program saying it had been founded in 1953, and pointed out how the
program was growing and mentioned other members which included Miami,
Milton, Orlando, Pensacola, Perry, Sarasota, Brevard, Winterhaven, and
Jacksonville. She mentioned various problems that both counties and cities
were having with litter and illegal dumping. She stressed that a good start
`'' to the solution of these problems was for people to change their attitudes
and to realize what a serious problem litter has become.
Mrs. Mason continued to talk about the program and discussed steps to be
taken to initiate the program which were: {1) To involve people in their
community so they may realize litter is everyone's problem; (2} To organize
sub committees; (3) Develop a plan; {~}) Take action; (5} Focus on results;
and {5) To provide positive reinforcement. Also described were the sub
committees which were broken down into Industry, Government, and Civic.
A workshop was suggested and Mrs. Mason explained the importance of these
workshops and the steps involved which were: {1) To form the organization;
(2} Photometric Indexing; which is to monitor litter from random samples and
to go back to check the results in a years time; (3) To have a litter solid
waste survey, which indicates where we are today, in reference to ordinances
and whether or not they are being conformed to; and (~) Finally -
Technology. Looking where we are now, after the final steps.
The committee then viewed a short video in reference to recycling and
litter. She then introduced Jackie Eldridge, Executive Director for The Keep
Jacksonville Beautiful Program. Ms. Eldridge talked about some programs that
Jacksonville has developed. One involving the school system called Clean
Campus Program. She explained how the schools compete with each other to try
<~,~~ and see who can keep their school the cleanest. Two weeks of every nine
weeks is designated Clean Campus Week and an evaluator randomly picks a day
to inspect a school. They are given a report card, just as students are.

Barbara Mason then commented on the importance of the program and how our
committee should consider either joining forces with Jacksonville, or for
Atlantic Beach to join the program on their own. She explained that the
program fee was $1500.00.
Mayor Gulliford asked the committee members which they felt they would
rather do, and they agreed they would prefer to have Atlantic Beach proceed
on its own. Mayor Gulliford asked the City Manager to include on the next
agenda a request for $1500.00 so we could get started .The Mayor also
mentioned trying to involve the newly formed Rotary Club in Atlantic Beach
to try and help with some projects.
Committee member Julia ,Hite then brought up the subject of recycled
newspaper and whether it was still going to be a recycled item. An article
had been printed in the paper and this was being questioned by quite a few
people. The Mayor then explained the market was at a low point, and that was
what caused the article.
Mrs. Mason then told of a workshop that would be taking place May 12, 1989
and indicated any interested person from the committee should feel free to
attend. Mayor Gulliford then asked Mrs. Mason to send some applications to
us and anyone interested in attending were to contact Georgia Horn at City
Hall for reservations.
Mayor Gulliford also asked that committee members start to solicit far
volunteers for the program.
Committee member Carolyn Woods talked about the ordinance Jacksonville has
adopted in reference to landscaping, and the Mayor said he felt this would
be good for Atlantic Beach to check into. Carolyn also talked about getting
together with the A.L.S.A. to discuss the program areas. Mayor Gulliford
suggested that Carolyn direct the next meeting on what steps need be taken.
The members then said they felt that a once a month meeting wasn't
sufficient and they felt that the committee would benefit if they were to
meet twice a month. With everyone in agreement, the next meeting was then
adjourned at 9:20 P.M.
