11-15-89~~ ATLANTIC BEACH BEAUTIFICATION COMMITTEE MEETING The Atlantic Beach Beautification Committee met on November 15, 1989 in the Commission Chambers, City Hall, at 7:30 P.M. Present were Mayor William Gulliford, Chairman Jody Ford, Dezmond Waters, Carolyn Woods, John Otto, Charles Hatchell, Alice Pardee, Jeannine Temple, Betty Carey, Barbara Bonner, Phil Corp, Susan Grube, LuAnne Wilson, Mark & Lynette Walton, Kathy Bushnell, William & Bunny Morgan, Bob Wilkins, Joanna & Lyman Fletcher, Mr. Carl Walker, Coordinator, Mr. Michael Saylor, President BHR Planning Group, and Secretary, Georgia Horn. Chairman Ford opened the meeting by .welcoming everyone and thanking them for the great turnout. With no discussion of old business, Mike Saylor with BHR Planning Group took the floor to discuss the master plan he had been working on for the City. He pointed out what needed to .be done to get the City involved, including community improvements. Bike paths were mentioned along with prioritizing the parks, and providing shelters for school crossing guards. He pointed out that the most important factor in the plan would be compatibility in our architecture. He briefly talked about other projects including tree lighting, and construction details in reference to sidewalks, and recreation facilities. At this time, Mayor Gulliford asked Mr. Saylor if he would like to present the Master Plan to the City Commission to make them aware of what the committee is trying to accomplish with the program. The Mayor also talked about the recreation department working on improving the parks, including Jordan & Donner and the Block Grants that could be available. William Morgan, Architect, then took the floor to discuss the 19th street access in reference to the plans he had drawn for the committee. The parking and lighting was again talked about & the problems which he feels we now have. Access ways to the beach were also talked about and the idea to develop another plan for the shorter accesses also. Chairman Ford said she felt that a vote needed to be taken to decide if they should proceed with the Master Plan that Mike Saylor had developed, and with all members in agreement, they decided to go ahead and approve the plan. ,~ BEAUTIFICATION COMMITTEE PAGE 2 At this time Mayor Gulliford talked about the sign ordinance and that the committee did not need to forget about what they have been working on in reference to the sign pollution in the city. He then mentioned the signs that were going to be made for the city's entrances and the type lettering they would have. Prices were discussed along with whether or not lighting would be needed depending on the type lettering. Carl Walker commented on the different lettering and told members he would check into the signs further and report more next meeting. Six day garbage pick-up was talked about and most members agreed that the six day pick-up was unnecessary. They felt it could be reduced and talked about amending the service. The final topic for discussion was the disappointment Chairman Ford felt in reference to the Keep America Beautiful Program. She said she did not feel that the program was helping the committee, and that she had decided to write representatives and ask for a refund. With no further discussion, Chairman Ford reminded members of the new meeting date which is the second Wednesday of the month, at x:30 P.M., in the Commission Chambers and adjourned the meeting at 9:20 P.M.
