available for review at the City of Atlantic Beach Building Department located at 800 Seminole Road,
Atlantic Beach, Florida.
If any person decides to appeal any decision made by the Tree Conservation Board with respect to any
matter considered at the above meeting, he or she will need a record of the proceedings, and for such
purpose, may need to ensure that a verbatim record of the proceedings is made, which record includes the
testimony and evidence upon which the appeal is based.
Notice to persons needing special accommodations and to all hearing impaired persons: In accordance

TREE CONSERVATION BOARD
February 26, 2003
A regular meeting of the Tree Conservation Board was held Wednesday, February 26, 2003, at
Adele Grage Community Center. Present were Chair Barbara Mears, Tom Hill, Bill Permenter,
Maureen Shaughnessy, Deputy Building Official Larry Higgins and Susan Dunham.
1. Call to Order
The meeting was called to order at 7:00 p,m.
2.Recoanition of Visitors '
None.
3. Election of Officials
Moved to the end of the Agenda.
4. Approval of Minutes of Meetings of February 12, 2003
A motion was made by Board Member Permenter, seconded by Board Member
Shaughnessy, and unanimously carried to approve the Minutes of the Tree Conservation
Board meeting of February 12, 2003.
5. Old Business
A. Tree Removal Application Form: Moved to end of Agenda.
B. Proposed List of City-Approved Arborists: Moved to end of Agenda.
C. ,Discussion of Permitting Procedures -Building Checklist: Moved to end of Agenda.
6. New Business
A. Tree Removal Applications:
1) Lot 1, Hidden Paradise: Board members had questions with regard to the removal of oaks
outside the proposed building line.
A motion was made by Board Member Permenter, seconded by Board Member
Shaughnessy, and unanimously carried to defer this application until the March 12 meeting.
5. Old Business
A. Tree Removal Application Form: The Board requested that changes be made to the
application form and the corrected application be discussed at the next meeting.
Discussion was held with regard to Building Department procedures.
A motion was made by Board Member Permenter, seconded by Board Member Hill, and
unanimously carried to recommend to the Building Official the following:
1. Upon application building file to be checked to determine if any prior mitigation has
been set on the property.
2. Pre-demolition inspection of site prior to removal of trees to determine that trees are
barricaded.
3. Tree Removal Application and mitigation requirements to be sent to Planning and
Zoning as part of approval process.

B. Proposed List of City-Approved Arborists: Deferred until the nett meeting.
C. Discussion of Permitting Procedures -Building Checklist: Deferred until the ne~ct
meeting.
6. New Business
B. Inter-Agency Meetings: Chair Mears stated that she would attend other Board/Committee
meetings for informational purposes.
C. Written Primer for New Members: Discussion was held on how to assist new members in
the learning process. Suggestions were made as follows: a glossary of trees, assign mentor,
pictorial aids, bullet list for site assessment, how to dress to view sites, and outline of ordinance.
3. Election of Officials
A motion was made by Board Member Permenter, seconded by Board Member Hill, and
unanimously carried to elect Barbara Mears as Chair.
A motion was made by Board Member Permenter, seconded by Board Member
Shaughnessy, and unanimously carried to elect Maureen Shaughnessy as Vice Chair.
7. Resorts and Announcements
None.
8. Adjournment
