MINUTES OF TREE CONSERVATION BOARD 1111 November 1, 1999 A regular meeting of the Tree Conservation Board was held Monday,November 1, 1999,in the City Hall Commission Chambers. Present were Mae Jones, Chairperson,Richard Bell, Camille Hunter, Judith Jacobson,Eloise Koerber and Staff Member Susan Dunham. The meeting was called to order by Chairperson Mae Jones at 7:35 p.m. 3.A. Old Business/Tree Removal Applications 1. S 1/2 of A Part of Block 15: David Clarke introduced himself and Mr. Craig Burkhart as representatives of Beaches Habitat for Humanity. The applicants stated that they would attempt to save the 12"pine at the front of the lot. The Board advised the applicants that they could use the 12" pine and the 14"pine for mitigation purposes. Judith Jacobson moved that the Board accept the application as submitted with 51"of pine on the S Y2 of A Part of Block 15 being mitigated with 26" of pine,protecting a 14"pine and a 12"pine. Eloise Koerber seconded the motion,which passed unanimously. 2. N 1/2 of A Part of Block 15: Mr. Clarke and Mr. Burkhart also represented this Beaches Habitat for Humanity property. After discussion, Richard Bell moved that the Board accept the application for the removal of 21"of protected pine to be mitigated with 4"of pine on site and the remaining 6"to be planted on site. Camille Hunter seconded the motion,which passed unanimously. 3. Lots 3-6,Block 74, Sec. H; Lots 1-6,Block 75, Sec. H; Lots 3-6,Block 71, Sec.H: Lynn Alligood introduced herself to the Board to present her application. • Camille Hunter moved that the Board accept p that portion of the application pertaining to Block 74 and Block 75 with the following specifications:that the trees to be removed total 228"of hardwood and 20"of oak leaving a mitigation requirement of 114"of hardwood and 10"of oak. These inches will be mitigated with 10"of oak on site, 41"of hardwood on site, leaving an additional 73"to be mitigated. Of that 73"to be mitigated, 26"will be 13"of new oak trees to be planted on site as specified in the landscape diagram, leaving an additional 47"of new hardwood trees to be planted on site. Eloise Koerber seconded the motion,which passed unanimously. Judith Jacobson moved that the Board accept the application as submitted for Block 71 for the removal of 238"of pine. This will require mitigation of 119"of hardwood constituting 89"of pine on site, 12"of bay on site,and 20"of newly planted crape myrtle. Camille Hunter seconded the motion. After discussion of the number of inches required for mitigation,Judith withdrew the motion. Camille Hunter withdrew the second. Judith Jacobson moved that we accept the application as submitted for Block 71 for the removal of 238"of pine requiring mitigation of 119"of hardwood constituting 89"of pine on site, 12"of bay on site,and 18"of newly planted hardwood trees. Richard Bell seconded the motion,which passed unanimously. 4. A.New Business/Tree Removal Applications 1. 328 1 1th Street: Mr. Bruce Andrews introduced himself to the Board to present his application. Mr. Andrews is proposing removal of trees for an addition to his home. The applicant agreed to protect the 11"cabbage palm at the front of the property. Richard Bell moved that we accept the application for the removal of the 15"and 11"protected palms to be mitigated with the 11"palm tree at the front of the lot and by planting 2"of tree on site. Reports and Announcements The Board held a discussion regarding the care of crape myrtles. Camille Hunter will bring a copy of a list of recommended trees for North Florida created by the University of Florida. George Worley, in his absence, requested that Susan Dunham advise the Board in regard to the following: 1. George Worley had not yet received a response from Alan Jensen regarding 750 Mayport Road. 2. George Worley has received the return receipt confirming Mr. Merve Russell's receipt of the certified letter. Mr.Russell signed for the letter on October 15,thus allowing him until November 15 to respond. 3. George Worley spoke with the contractor at 1777 Beach Avenue advising him that he would have to replace the palm tree at full value if it did not survive. 6. Approval of Minutes of Meeting of October 18, 1999 Camille Hunter moved to approve the Minutes of the Tree Conservation Board meeting of October 18, 1999;Judith Jacobson seconded and the motion carried. 7.
