Minutes of meeting of June 1, 1998
The Board held meeting on Monday June 1,1998 at City Hall. Present were:

The meeting was called to order at 7:40 PM by the Chairman.
Tree Removal on Lot 1, Block 160, Section "H". The applicant, David Wright, was the
applicant for both lots 1 and 2. He introduced himself and offered to answer questions
from the Board about either lot. The Board found that four oak trees measuring 6", 8",
8", and 16" were to be removed. None of the trees were found to be protected, thus
requiring no mitigation. Judy Jacobson moved to approve the application as submitted
with no mitigation required, but with a special caution to the contractor to protect the
two 24" diameter oak trees on the property line between Lot1 and Lot 2. Mary
Emerson-Smith seconded and the motion was approved unanimously.
Tree Removal on Lot 2, Block 160, Section "H". this application was for the removal of
one 24" diameter pine tree, two 7" oak trees, one 10" oak tree and one 10" pine tree.
The Board found that the 24" pine was the only protected tree to be removed and
determined that 12" of mitigation would be required. The Board discussed with the
applicant the possibility of preserving smaller trees on-site to mitigate some of the
required 12", however the applicant could not identify any such trees at the time of the
meeting. Mary Emerson-Smith moved to approve the application as submitted subject
to the mitigation of the 24" pine tree with 12" of hardwood trees to be planted on-site. If
the applicant identifies existing trees on-site that can be preserved for mitigation he can
return to the Board for a modification of their approval. Judy Jacobson seconded the
motion and it was approved unanimously.
Loss of protected tree at 470 Orchid Street. Neither the homeowner nor any
representative from Pulte Home Corporation, the contractor, appeared before the
Board to address this item. Staff explained that a 30" oak tree designated to remain on
this lot died following construction of the house and within one year of the completion of
the work. By Tree Ordinance definition the loss of this tree constituted a "removal"
which needed to be permitted with appropriate mitigation assigned. The Board
discussed the size and location of the tree and determined that 15" of oak replacement
on-site was required. Judy Jacobson moved to require Pulte Home Corporation to
mitigate this tree with 15" of oak trees to be planted on-site. Dennis Sparks seconded
and the motion passed unanimously.
At the request of the Board at the previous meeting, staff reported that the information
placed in the building file of new construction will now contain an application clearly
noting that the minimum tree standard applies to that lot.
Mae Jones advised staff that she believed that several lots in the vicinity of Orchid and
West Third Street may not be in compliance with the minimum tree requirement of the
Tree Ordinance. Staff agreed to investigate this and report back to the Board at a
subsequent meeting.
The Board also discussed the problems associated with exotic vegetation and
considered reducing or waiving any mitigation requirement for the removal of exotic
trees. Dennis Sparks volunteered to obtain a list of exotic vegetation for the Boards
information and future use.
The Board approved the Minutes of the May 18, 1998 meeting.
There being no further business before the Board, the meeting was adjourned at 8:40
PM.
