IIMinutes of meeting of October 19, 1998
The Board held its regular meeting on Monday October 19, 1998 at City Hall. Present were:

The meeting was called to order at 7:30 PM by the Chairman.
2.A.Presentation of park concept by Steve Rosenbloom:Mr. Rosenbloom presented to the Board a concept
for the improvement of Frazier Park which is made up of the medians along Plaza between Seminole Road
and East Coast Drive. The concept envisioned a sculpture garden with landscaping and walkways through the
medians. Some discussion occurred between Mr. Rosenbloom and the Board about the potential for
improvements and the difficulties involved in the implementation of his concept. The Board thanked Mr.
Rosenbloom for his presentation and deferred further discussion until after the completion of the agenda action
items.
I3.A.2. Tree removal at 1950 Mipaula Court: Mr. Mckean was present to discuss the proposed removal of
one large oak tree to allow the construction of a swimming pool adjacent to his home. Mr. Mckean explained
that the access would be through the fence adjacent to the proposed pool location. He further explained that
the mitigation required for the removal of the 36"oak tree would be 18"of oak and that he had identified one
12"and one 16"oak to be preserved on-site. Rick Bell moved to approve the application as submitted with
the 12"and 16"oaks to be preserved on-site. Judy Jacobson seconded the motion which was approved
unanimously.
4.A.1. Tree removal at 150 Magnolia Street: After discussion the Board determined that the applicant was
exempted from the permitting requirements per Sec. 23-17(bX2)a. No further action by the Board was
necessary.
4.A.2. Tree removal at 380 8th Street:Mr. Weeks introduced himself to the Board and explained the need to
remove three trees from his property. He noted that the 22"oak tree had been looked at by a tree surgeon and
found to be dangerous. He asked that the Board waive mitigation for the removal of this tree. He also noted
that he intended to plant a 4"oak tree on-site,voluntarily. After discussion the Board agreed that the 22"oak
was dangerous and that no mitigation should be assessed. It was determined that 9.5 "of palm trees should be
required for mitigation. Judy Jacobson moved to approve the application as submitted with the requirement of
9.5 "of Palm trees to be replaced on-site and,because the Board found the 22"oak to constitute a hazard,
that no mitigation would be required for it. Rick Bell seconded the motion and encouraged Mr. Weeks to
plant the volunteered 4"oak tree. The motion passed unanimously.
5. Reports&Announcements.
1110 The Board discussed the presentation by Mr.Rosenbloom and after some discussion Rick Bell moved to
support the improvement of the median park but to not limit the type of improvement to the sculpture garden
concept presented by Mr.Rosenbloom he also felt that a member of the Tree Conservation Board should be
made available for any subsequent design or review committee tasked with pursuing this idea. Judy Jacobson
seconded the motion which passed unanimously. Chairman Mae Jones asked staff to prepare a letter to Mr.
4 Rosenbloom reflecting their support.
The Board then discussed the process by which they would consolidate and present their proposal to the City
Commission to designate and protect certain historic or historically associated trees in the old Atlantic Beach
area. It was decided to schedule a Special Meeting on Tuesday November 3rd to discuss this.
6. Approval of Minutes.
The Board approve the Minutes of the Meetings of September 8, 1998, September 21, 1998, and October 5,
1998.
There being no other business before the Board, the meeting was adjourned at 9:30 PM.
