Minutes of April 21 , 1997
The Board held its regular meeting on Monday, April 21 , in
the Conference Room of City Hall . Present were :
Hope Van Nortwick, Chairperson Rick Bell
Judy Jacobson Mae Jones
Staff : George Worley, Designee Carl Walker, Coordinator
The meeting was called to order at 7 : 40 PM.
Rick Bell declared a conflict of interest on the application
for Lot #11 , Block #11 , Selva Marina #6 ( 1740 Live Oak Lane )
and asked to be excluded as a Board member for deliberation
and action on the item.
As contractor, he explained that the property owner wants to
remove a total of 19 trees from the lot . Most of these are
proposed for removal in anticipation of a swimming pool to be
installed . Other trees are requested to be removed in order
to allow space over the chimney and to allow for more light
in the front of the lot .
Mae Jones questioned the removal of the 15" DBH magnolia in
the rear yard and was told that the owner did not want its
leaves falling into the planned pool . Board members expressed
concern and disappointment on the removal of so many trees
from the property. None of them qualify as protected trees
so no mitigation is required .
Hope Van Nortwick reminded the members that while the pro-
posed removal is regrettable , there is no ordinance basis to
deny the request . After further discussion, Judy Jacobson
moved to accept the plans , as submitted, with the strong re-
commendation that the applicant reconsider removal of the 15"
DBH magnolia in the rear of the lot and of the clump of four
trees in the southeast corner of the lot , given the character
of the neighborhood. The motion was seconded by Hope Van
Nortwick and passed unanimously.
On the subject of the city budget , Hope advised that she had
a letter from the City Manager requesting that budget pro-
posals be made by May 1 for city funding for the ' 97- ' 98 fis-
cal year. After discussion, it was agreed to ask for funds
for preliminary plans of the designation of the historic dis-
trict , as discussed at previous meetings and at the workshop.
It was also agreed that other organizations and/or Boards
should be solicited for support of this project . Mae Jones
will contact the Beaches Historical Society to see if they
can provide a representative to attend the next meeting .
Regarding the violation by Mayport Muffler, George Worley ad-
vised that the matter has been referred to Code Enforcement
but is not on the agenda for their Board meeting of April 29 .
The owner has now submitted an application for removal but
asked that the item be held for a Tree Board meeting in May
as he would not be in town for tonight ' s meeting . During
further discussion, George stated that he did not know if
notice of the violation has been served . Hope said she would
follow up with the Code Enforcement Officer.
Judy Jacobson reported that the log which she is maintaining
is current other than information from meetings held when she
was recently out of town. She will bring it up to date but
needs information from George as to the issuance of C .O. ' s
and any monies contributed to the tree fund. George will fur-
nish her this information within the next few days .
Hope inquired if C.O. ' s have been issued for the two houses
built on East Coast Drive between 12th & 13th Streets , and
if so , whether tree mitigation requirements have been met .
George responded that no C.O. has been requested for one of
them but on the other, owned by Mr. Mack, a C .O. has been is-
sued, and the monies due the tree fund will be paid on a pay-
ment plan similar to that of Mr. Rausch. The first payment
will be due next month.
Most of the remainder of the meeting was spent watching the
slides and listening to tapes furnished by Judy Jacobson on
the history of Atlantic Beach. Following the presentation,
Mae Jones moved to approve the minutes of the last meeting ,
as written. Judy Jacobson seconded and the motion passed.
With no ft ther business , the meeting adjourned at 9 : 40 PM.
