05-22-97 v TREE CONSERVATION BOARD Minutes of Special Meeting , May 22 , 1997 A special meeting of the Tree Conservation Board was held on Thursday, May 22 , in the Commission Chambers . Present were : Hope Van Nortwick, Chairperson Mae Jones Judy Jacobson Rick Bell Staff: Carl Walker, Board Coordinator The meeting was called to order at 7 : 30 PM by Hope Van Nort- wick. She advised that the special meeting was called in order to accommodate the resident due to the administrative error in the handling of the application by City staff . The tree removal is proposed at Lot #62 , Oceanwalk, Unit #1 . Eva McClintock, co-owner of the property, was present for discussion. She stated that she supported the efforts of the Board and regretted the removal of the 36" DBH oak but has no choice due to its position on the lot and its condition. She also advised that it was their intent to replace the palms proposed for removal . Considerable discussion followed regarding the condition of the 36" DBH oak and whether mitigation should be required for its removal . It was concluded by the Board, and the appli- cant , that while its condition is not healthy, it is a living tree and would normally survive. The options of replanting on site or contributing to the tree fund were explained to the applicant . It was felt that the replacements could probably be placed on the side of the lot. Hope Van Nortwick made a motion to approve the application, requiring replacement of 18" DBH of oak trees on site as mit- igation for the 36" DBH oak being removed . Mae Jones seconded and the motion passed unanimously. It was explained to the applicant that if it is not possible to replace all of the required trees on site , she may come back before the Board to amend the action to allow for payment into the tree fund.
