10-06-97 v TREE CONSERVATION BOARD Minutes of meeting of October 6 , 1997 The Board held its regular meeting on Monday, October 6 , in the Conference Room of City Hall . Present were: Hope Van Nortwick, Chairperson Rick Bell Judy Jacobson Mae Jones Staff: Carl Walker, Coordinator The meeting was called to order at 7 : 35 PM by Hope Van Nort- wick, Chairperson. Mills & Darlene Rowland, property owners, introduced them- selves to the Board for the review of the application for re- moval at Lot #77 , Selva Linkside , Unit H . They explained that the proposed two-story house was placed on the lot in such a way to save as many oaks on the property as possible. It was confirmed that the 18" DBH oak in the front of the lot was to remain. Mae Jones brought up that precautions should be taken for the removal of the 6" DBH bay tree adjacent to the oak so that the root system will not be disturbed. During Board discussion, it was calculated that there were 2 protected trees proposed for removal , a 24" DBH maple and a 10" DBH laurel oak. The mitigation choices were explained to the applicants, including the saving of existing trees on the lot which could compensate for the removal . It was agreed that an 18" DBH oak in the rear of the lot could be protected and used to meet the mitigation requirement . Rick Bell moved to accept the application with the stipula- tion that the 18" DBH live oak in the back of the lot be protected and used as mitigation. Judy Jacobson seconded and the motion unanimously passed. The Board complimented the applicants on the accuracy of their application and plans and for the preservation of many trees on the lot . There were no further tree removal applications on the agenda for the Board. Hope Van Nortwick explained to visitors at the meeting that the tree removal in Howell Park was not on the agenda for this meeting, nor was any Board action to be taken on that item at this time . Carl reminded the Board that if Rick Beaver was elected as a City Commissioner in the election on Tuesday, October 7 , it would create an immediate opening on the Board. A discussion followed as to possible candidates to be nominated to fill the vacancy. The Board agreed on three citizens, Linda Broadfoot, Peter Coalson and Susan Bullock. If Rick Beaver is elected to the Commission, Carl will see that these names are given to the Mayor for his consideration, and that the opening and possible appointment be placed on the agenda for the forthcoming City Commission meeting . Hope Van Nortwick, Judy Jacobson and Mae Jones attended the recent special meeting held on the impact of the core city improvement project on Howell Park. Each expressed their impressions of the meeting , and following general discussion, it was agreed that the Tree Board can take no further action on the proposed plans until such time as a solution has been reached and a final plan agreed to by the City Commission. Mae Jones brought up the historic tree and district designa- tion plans which have not been further discussed by the Board for the past several meetings. She emphasized that she did not want this project to be overlooked by the Board due to other issues. Hope asked that discussion of this item be placed on the agenda for the next regular Board meeting. There was no further business and the meeting was adjourned at 8 : 55 PM. a71 Carl E.
