08-05-96 v TREE CONSERVATION BOARD Minutes of August 5 , 1996 The Board held its regular meeting on Monday, August 5 , in the City Commission Chambers . Present were : Hope Van Nortwick, Chairman Rick Bell Mae Jones Judy Jacobson Staff: George Worley, Carl Walker The meeting was called to order by Chairman Hope Van Nortwick at 7 : 35 PM. The only application for Board consideration was for tree re- moval at Lot #11 , Block #11 , Selva Marina, Unit #6 . Rick Bell declared a conflict of interest as a Board member since he is the contractor for the proposed residence. The only protected trees to be removed are 2 oaks with DBH' s of 24" & 6" . Both the plans and the site markings identify oak trees to remain on the lot as mitigation. Following a brief discussion, Judy Jacobson moved to accept the application and plans, as presented, with the mitigation indicated. Mae Jones seconded; the motion unanimously passed. It was expressed by Board members that there was some con- fusion on the application form, specifically items #4 and #8 , on which trees for removal should be listed. George Worley will implement a change on item #4 of the form to include a DBH of 6" or greater. Hope advised that she had not yet completed the letter re- garding the agreement reached on the tree planting at Sa- turiba by Tiffany by the Sea. She will do so prior to the next meeting. George Worley reported that Warren Mack had notified him verbally that he intends to withdraw his ap- peal to the City Commission. Mr. Mack is to confirm this in writing prior to the next Commission meeting date . The appeal by Sandar Industries will be on the agenda for the Commission meeting of August 26 . Should there be any change on either of the appeals , Board members will be notified. Under reports and announcements, Mae Jones passed around a packet of information she recently received on historic trees on property at 5th Street & East Coast Drive . Dis- cussion followed on the historic and/or significant tree designation program. Mae will contact Joanne Morriseau so that an additional article on the subject can be included in the forthcoming issue of "Tideviews" . Rick Bell volunteered to compile and assemble a notebook of nominated trees to include a photograph and description. This will be an on- going program for the Board. George Worley advised that he recently received a check covering a contribution to the tree fund from an applicant who appeared before the Board. Judy Jacobson agreed to com- pile from Board meeting minutes a listing of permit condi- tions so that a "tracking" record can be kept of compliance. Judy Jacobson moved to approve the minutes, as presented. The motion was seconded by Mae Jones and passed unanimously.
