02-22-94 v TREE CONSERVATION BOARD
Minutes of February 22, 1994
The Board held its regular meeting on Tuesday, February 22,
in the City Hall Conference Room. Present were:
Carolyn Woods, Chairman Tom Frohne
J i m Pelkey Mae Jones
Hope Van Nortwick
Staff: Carl Walker, Coordinator
The meeting was called to order at 7:35 PM by Jim Pelkey, for
Carolyn Woods, who arrived late.
The first application for consideration was for tree removal
on Atlantic Beach Elementary school property. Michael Saylor-.
of Bessent, Hammack & Ruckrnan, Inc. (BHR) introduced himself
to the Board and outlined the proposal. Mr. Saylor advised
that the tree removal/replacement was the result of drainage
improvements to be made at the school.
The plan calls for ten (10) trees to be removed, with a total
of 179 caliper inches; twenty-six ( 6) trees are to be re-
placed, totaling 104 caliper inches and thirty-one (31 ) trees
to be relocated, of which twenty five (25) are palms, the re-
maining six (E) small hardwoods. After regrading the entire
site, additional landscaping is to be added and the area re-
sodded. In summary, Mr. Saylor pointed out approximately 58%
of the total caliper inches removed were to be replaced.
Carolyn Woods expressed concern about the area where the tree
removal was to take place since it would eliminate the buffer
of trees, exposing the school property to adjoining property.
She also questioned why the retention pond was to be placed
at that area, feeling it would be more suitable for it to be
positioned where the ball fields are currently located since
they will be eliminated anyway with the resodding.
After further discussion between the Board and Mr. Saylor, it
was felt that the Board would like to further research the
proposal. Mr. Saylor was agreeable to deferring the item
until the next regular Board meeting.
Hope Van Nortwick moved to table action on the proposal until
the next regular meeting so that the Board could be given the
opportunity to research the matter further. Tom Frohne se-
conded the motion which unanimously passed.
