11-15-93 v • TREE CONSERVATION BOARD Minutes of November 15, 1993 The Board held its regular meeting on Monday, November 15, in the Conference Room of City Hall. Present were: Carolyn Woods, Chairman Hope Van Nortwick Jim Pelkey Staff: George Worley, Designee Carl Walker, Coordinator The meeting was called to order at 7:30 PM by Carolyn Woods. The Board reviewed the application submitted by New Friend- ship Baptist Church for tree removal on proposed parking lot # . Reverend Armington and Deacon Brooks with the church introduced themselves and outlined their proposal. It was brought out that the intended parking area would not be paved and that the purpose of the removal of the pine trees was to prevent pine tar from dripping upon parked cars. Existing oak trees on the property are to remain. Discussion took place regarding the clearing of the scrub oaks and it was suggested that a buffer be left facing May- port Road. Hope Van Nortwick moved to accept the plans, as presented, with the exception that a three foot (3' ) non- cleared buffer remain on the eastern edge of the property bordering Mayport Road. Jim Pelkey seconded and the motion carried by a unanimous vote. The second application for review was for property described as Lot # 68, Unit # 1, Oceanwalk. Paul Hoffman, property owner, was present for Board discussion of the plans. There was concern expressed by Board members due to the quantity of trees proposed for removal. The application lists a total of 35 trees for removal and it was pointed out by Board members who had visited the site that there were 2 additional oak trees in existance not shown on the survey. There was discussion on the condition of the 2 groups of scrub oaks on the eastern border of the lot facing Fiddlers Lane. Mr. Hoffman felt that those trees, totaling 9 scrub oaks, were dying but the Board felt they could be saved if they were trimmed. It was proposed that, in addition to • the 9 scrubs oaks, 3 palms on the northwest corner of the property and 3 palms on the northeast corner be saved. In addition, 2 oaks at the southwest edge of the lot be kept 4 as well as the 2 oaks not shown on the survey but which are located in the rear of the lot, north of the 36" double elm. Mr. Hoffman was agreeable to this proposal and these trees were so noted in red on the original plans. Hope Van Nortwick moved to accept the plans with the excep- tion that those trees marked in red on the plan be saved, in additional to the other trees listed on the application to remain, and that special attention be given to the placement of fill around the 48" and 36" oaks to prevent trauma or in- jury to the two trees. The motion was seconded by Torn Frohne and passed unanimously. The Board discussed potential nominees to fill the Board vac- ancy to be created by John Weldon' s resignation in December. George Worley reported that there was a possible Ordinance violation of tree removal without a permit on 10th Street. Several trees had been removed from a vacant lot adjacent to a residence. The owners of the home had purchased the lot and had been informed by the Code Enforcement Officer that Board approval or a permit for removal would not be needed in this instance. After discussion, the Board agreed riot to penalize the owners but to send a letter to them advising of the correct procedure. Carl was asked to prepare the letter for Carolyn' s signature and to allow a copy to the Code En- forcement Officer. Hope Van Nortwick moved to accept the minutes of the last meeting, as presented.
