07-13-92 v TREE CONSERVATION BOARD Minutes of Special Meeting of July 13, 1992 The Board met for a special meeting on Monday, July 13, in the Conference Room, City Hall. Present were: Carolyn Woods, Chairman John Weldon, Jr. Jim Pelkey Carl Walker, Coordinator Guests: Mr. & Mrs. Andrew Nichols, Jerry Wheatley Carolyn Woods called the meeting to order at 7:30 pm. The purpose of the meeting was to consider the tree removal ap- plication for property described as Lot #25, Unit #3, Ocean- walk. cean- walk. Mr. & Mrs. Nichols, property owners, and Mr. Wheatley, representing the builders, were present for the review. Mr. Wheatley explained that the Architectual Review Committee (ARC) of Oceanwalk had requested that the house be moved fur- ther back on the lot, requiring removal of a 24" oak. Larry Figart of the Fla. Forestry Department made a site visit to the property and determined that the tree, a laurel oak, was structurally weak and was not worth saving. The Board members voiced concern over the removal of a 9" magnolia tree in the front of the property, adjacent to the stucco wall bordering a court yard. Following discussion, John Weldon moved to grant removal of all trees as proposed, with the exception of a 9" magnolia in the northeast center of the lot. In the event saving of this tree poses an undue hardship, the Tree Board designee may grant approval for removal of the tree after a site visit is made for verification. The motion was seconded by Jim Pelkey and passed unanimously. In other business, Carolyn Woods mentioned the Board approval given in January for a Tree Removal Application for Lot # 39, No. Atlantic Beach, to Mr. Rick Bell, Contractor, and ex- pressed disappointment in the tree preservation practices at that location. Carl was asked to send Mr. Bell a letter, over Carolyn' s signature, advising of the violations of the ordinance, and requesting compliance within ten (10) days. John Welder, advised that no progress had beer, made in re- drafting of the proposed amendment to the Tree Ordinance.
