Minutes of June 17 , 1991
The regular Board meeting was held June 17 , 1991 in the City
Commission Chambers , City Hall . Present were :
Carolyn Woods , Chairman Jim Pelkey
Sandra Sheppard Dezmond Waters
John Weldon
Carl Walker, Coordinator
Visitors : Jeff Michelman, John Anderson, Charles
Hardman, Tim Hearth, Bob Porter , Frank
Thrower , and Robert Whitehurst
The meeting was called to order by Carolyn Woods , Chairman,
at 7 : 35 pm.
The following Tree Removal Applications were acted upon:
Lot #24 , Unit #1 , Oceanwalk. Owner and Builder were present
and answered questions by the Board . Sandra Sheppard moved
to accept application, as submitted . Jim Pelkey seconded;
the motion passed unanimously.
Lot #4 , Unit #4 , Oceanwalk. Builder was present and explained
that the residence structure proposed had been moved on the
property to comply with set-back requirements . After discus
sion, Dezmond Waters made a motion to accept the application,
as presented. Sandra Sheppard seconded and the motion car-
ried unanimously.
Lot #32 , Unit #4 , Oceanwalk. Contractor was present , repre-
senting property owner . Questions from Board members were
answered and, following discussion, John Weldon moved to ac-
cept the application, as submitted . Jim Pelkey seconded; the
motion passed unanimously.
Lot #80, Selva Linkside . Builders representatives were pre-
sent and were agreeable to moving footprint of house to the
east in order to save a 9" pine tree . However , a question
arose as to whether such a move would comply with set-back
requirements on the property. A motion was made by Dezmond
Waters that the plans be approved by movement of the house
footprint for the purpose of preservation of the 9" oak tree
to the west and the 9" pine tree to the east . John Weldon
seconded ; the motion was defeated 1-4 (D. Waters for) .
Following discussion, Sandra Sheppard made a motion that the
house be moved a minimum of five feet to the east , pending
determination by George Worley for set back compliance ; and ,
that the trees to be saved be indicated by marking in red on
the plans . The motion was seconded by John Weldon and pas-
sed unanimously.
Lot #50 , Selva Linkside . After brief discussion of plans
with the owner , John Weldon moved that the application be ac-
cepted, as submitted. Sandra Sheppard seconded ; the motion
unanimously passed.
Lot #35 , Selva Linkside . Several Board members had inspected
the property due to it being shown on the Agenda . It was noted
that several (apx. 9-16 ) trees had already been removed from
the property and another 2 trees damaged. It was also dis-
cussed that representatives for the property had departed the
Chambers prior to the meeting being called to order and, as a
result were not present to answer any questions from the Board.
The Tree Removal Application and related plans were not avail
able for the Board.
Following a lengthy discussion, John Weldon moved that George
Worley be instructed to inspect the site onthe following day,
accompanied by Carl Walker , if possible , for violation of the
Ordinance and to notify the owners of the property, in writing,
of the violation and that a completed Tree Removal Application
must be submitted to and approved by the Board prior to any
further work taking place at the location. Dezmond Waters se-
conded the motion which passed unanimously.
Lot #2 , Beachside . It was pointed out that this location was
actually on Beach Avenue and that an application had previously
been approved for the site . No explanation could be made for
the plans being resubmitted . Sandra Sheppard moved to approve
the plans ; John Weldon seconded. The motion carried, with one
abstention (J . Pelkey abstained) .
Carolyn Woods brought up for Board discussion and comments
the subject of George Worley' s performance as designee . She
expressed some concern that , due to his other duties , George
may be too lenient or permissive in his responsiblities as
designee , especially in the area of enforcement . John Weldon
agreed that George ' s written report expressed such a tone but
Dezmond Waters pointed out that the Board decisions , in al-
most all cases , corresponded with George ' s findings or recom-
mendations . The general consensus was that' the Board was satis-
fied with George ' s performance at this time .
With no further business for discussion, the meeting was ad-
journed at 9 : 50 pm.
