TREE CONSERVATION BOARD
Minutes of Meeting of October 7, 1991
The regular meeting of the Board was held Monday, October 7,
1991 in the Commission Chambers, City Hall. Present were:

Guests: Andy May, Mr. & Mrs. 3. Etheridge,
Chuck Hardman, Safa Mansouri
After determining that there was a quorum present, the meet-
ing was called to order by Carolyn Woods at 7:40 pm.
The first order of business was the Tree Removal Application
filed by the City of Atlantic Beach for expansion of its
Water Treatment Plant at the west end of 11th Street. Andy
May, Project Engineer, was present to discuss the plans with
the Board and to answer questions.
Following discussion, a motion was made by Dezmond Waters to
accept the plans as presented with the provisio that barri-
cades be placed on both sides of the ditch to protect all re-
maining trees and underbrush; arid, relocating the palms trees
in the buffer area between the ditch and adjacent property
owners. Sandra Sheppard seconded the motion which passed un-
animously.
The Application and plans for Lot #10, Unit #1, Oceanwalk
were reviewed with the builder, Chuck Hardman, and Mr. and
Mrs. Etheridge, owners. The Board felt that the survey
and plans did not correspond with their on-site visit of
the property as palm trees and wax myrtles were riot shown
on the plans. Mr. Hardman advised that he was under the
impression that only hardwood trees were required to be
shown on the survey and that the plan had been acceptable
to the Oceanwalk Homeowners Association. After discussion,
the Board concurred that they could not take action on the
application until such time as the survey indicated the - -
additional trees required. Mr. Hardman will resubmit the
"plans at the next regular Board meeting. He was given a
photo copy of an extract from the Ordinance showing the
definition of a Tree, and a copy of the Application out-
lining the documents required.
Mr. Safa Mansouri appeared before the Board for further dis-
cussion and consideration on the Applications filed for 3
lots in Tiffany by the Sea. Of the lots, identified as Lot
# 5. 7 and 9, one of therm (#3) had no trees and would not re-
quire Board approval.
The letter from Mr. Mansouri to the Board which had been pre-
sented at the special meeting of the Board and had since been
redrafted was further discussed. Additional changes, accept-
able to the Board and to Mr. Mansouri, were made and Mr.
Mansouri will present the amended version at the next regular
meeting of the Board.
A motion was made by Sandra Sheppard, contingent on Commiss-
ion and DNR approval, if required, to accept the application
for Lot #7, calling for removal of 8 palm trees. Dezmond
Waters seconded and the motion passed unanimously.
It was determined that the number of trees to be removed from
Lot #5 would not require Board approval and George Worley was
given authorization to handle.
An application on the agenda for Lot #34, Selva Linkside, was
returned to George Worley for further handling with the ap-
plicant. The Board agreed that the plans were incomplete and
could not be considered at the meeting.
Carolyn Woods requested that George Worley make a change on
the Application for the requirement of documents, specifi-
cally in the area of topography and/or grading surveys.
Carl Walker was asked to send to Mr. William Ebert, President
of the Oceanwalk Homeowners Association, photo copies of the
Ordinance and Application Sc' that there would be no misunder-

standing by that Association, as to City of Atlantic Beach and
Tree Board requirements.
Dezmond Waters presented the Board with a check for $25. 00 he
received from a resident, Jee, Aldrich, who had charged his
neighbor that amount for cutting down a tree or, Mr. Aldrich' s
vacant property. It was agreed that the check could be given
to the City for for deposit in the appropriate account.
Sandra Sheppard brought up Lot #35, Selva Linkside, advising
that the resident had already moved in despite noncompliance
with the requirements made by the Board. No action was de-
cided upon.
The minutes of the meeting of September 16 were reviewed and
a motion made by Sandra Sheppard that they be accepted as
presented. The motion was seconded by Dezmond Waters and
passed unanimously. A second motion was made to accept the
minutes of the meeting of September 23 by Sandra Sheppard,
seconded by Dezmond Waters and also passed unanimously.
With no further business before the Board, Carolyn Woods
adjourned the meeting at 9:50 prn.
