If any person decides to appeal any decision made by the Tree Conservation Board with respect to any matter considered at the above meeting, he or she will need a record of the proceedings, and for such purpose, may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is based. MINUTES OF THE REGULAR MEETING OF THE TREE CONSERVATION BOARD November 5, 2003 A regular meeting of the Tree Conservation Board was held Wednesday, November 5, 2003, at the Adele Grage Cultural Center. Present were Charles Carroll, Jim McCue, Bill Permenter, Maureen Shaughnessy, Building Official Don Ford and Permits Clerk Jennifer Schlueter. 1. Call to Order The meeting was called to order at 7:00 p.m 2. Recognition of Visitors No visitors were present. 3. Introduction of New Members Jim McCue introduced himself and stated he was an architect in Jacksonville~Beach. 4. Election of Officers A motion was made by Board Member Permenter, seconded by Board Member Carroll, and unanimously carved to elect Board Member Shaughnessy as the Chair. A motion was made by Board Member Carroll, seconded by Board Member McCue, and unanimously carried to elect Board Member Permenter as the Co-Chair. S. Approval of Minutes of Meetings of October 22, 2003 A motion was made by Board Member Bill Permenter, seconded by Board Member Charles Carroll, and unanimously carried to approve the Minutes of October 22, 2003. 6. Old Business A. Report to the City Commission Board Member Shaughnessy will report to the City Commission to give a yearly recap of the number of permits reviewed by the Tree Conservation Board. 7. New Business A. Tree Removal Applications 1. 1829/1831 Seminole Road: Building Official Ford stated that Richard Bell requested considering mitigation at 50% as if the tree was approved prior to removal because of this being an "Act of God". Richard Bell acted in good faith by moving the tree when the driveway was moved over 2 feet. A motion was made by Board 1Vlember Permenter, seconded by Board Member McCue, and unanimously carried to direct the Building Official to inspect project for 5" of mitigation in the form of one oak tree to replace 10" of cypress taken out by a storm. B. Tree Removal Application Form: Board Members discussed changes to the Tree Removal Application to make it easier to understand. It was determined that they would work on the applications at home and bring suggested changes to the next Tree Conservation Board meeting. ~~ tilinutes ojTree Conservation Board .,.. . Draft Resolution Regardinb Protected Corridor: Each Tree Board Member was given a Draft of the Resolution regarding the protected tree corridor to take with them and revise. It was decided that the board members need to determine which trees on the public and private property contribute to the canopy of the corridor. The board also discussed identifying trees in the corridor, contacting homeowners, and getting their permission to preserve those trees. 8. Reports and Announcements Board Member Shaughnessy advised that Susan Grube was hit by a truck on Ponte Vedra Boulevard, and that Board Member Grube was still interested in sitting on the board. 9.
