MINUTES OF TREE CONSERVATION BOARD February 13, 2002 A regular meeting of the Tree Conservation Board was held Wednesday, February 13, 2002, in the City Hall Conference Room. Present were Barbara Mears, Carol Rockwood, Maureen Shaughnessy, Building Official Don Ford and Susan Dunham. 1. Call to Order The meeting was called to order at 7:00 p.m. 2. Recognition of Visitors None. 3. Approval of Minutes of Meeting of January 23, 2002: A motion was made by Board Member Rockwood, seconded by Board Member Shaughnessy and unanimously carried to approve the Minutes of the Tree Conservation Board meeting of January 23, 2002. 4. Old Business A. 1198 Mayport Road: Request to Plant Trees Off-Site: Building Official Ford advised that he was given a list prepared by the Beautification Division of 35 city locations in need of trees. He further advised that he approached the owner at 1198 Mayport Road to see if he was amendable to plant trees in other areas of town besides Dutton Island. Building Official Ford stated that the owner agreed to this as long as it did not cost him additional money. The Board discussed this issue. A motion was made by Board Member Shaughnessy, seconded by Board Member Rockwood and unanimously carried to approach Mr. Hadlow with the suggestion to fulfill his mitigation by planting trees off site from 1198 Mayport Road to include other city property in addition to Dutton Island Preserve. B. 301 Magnolia Street: Mitigation Review: Building Official Ford informed the Board that on Monday, February 11, the City Commission determined that this issue would not be sent back to the Tree Conservation Board for review and, therefore, the Board was not required to act on this item. S.A. New Business/Tree Removal Applications: 1. Lot 11, Block 4, Ocean Grove Unit 1: The Board discussed the Tree Removal Application and determined that the survey was inaccurate. A motion was made by Board Member Mears, seconded by Board Member Shaughnessy and unanimously carried that the tree mitigation application be resubmitted with a more accurate survey and that the Building Official notify the owner. 6. Reports and Announcements Board Member Mears Barbara suggested planting trees in the right-of--way at Marvin's Gardens. A discussion was held and the Board agreed that this was a good idea. A motion was made by Board Member Mears, seconded by Board Member Rockwood and unanimously approved that the Tree Conservation Board send a suggestion to the Beautification Division of the Parks and Recreation Department to consider using off-site mitigation trees to plant in the right-of--way adjacent to Marvin's Gardens. r ~.$ Minutes of Tree Conservation Board February 13„ 2002 Page 2 .,,°-~ Building Official Ford discussed the responsibilities of the Tree Conservation Board as outlined in Section 23-15. He advised the Board that the Beautification Division of the Parks and Recreation Department was responsible for planting trees. He further advised that each Board member should not approach the Beautification Division individually but that the Board needs to make recommendations to the Beautification Division as a group. Discussion was held with regard to the Historical Tree Ordinance. Building Official Ford suggested that the Tree Conservation Board appoint asub-committee to complete the Ordinance and that each Board member come to the next meeting with suggested candidates. Discussion was held with regard to the election of officials. Building Official Ford recommended electing officials at the next Board meeting when all Board members would be present. 7.
