Present were Barbara Mears, Carol Rockwood, Maureen Shaughnessy, Building Official Don Ford and Susan Dunham. 1. Call to Order The meeting was called to order at 7:06 p.m. 2. Recognition of Visitors None. 3. Approval of Minutes of Meeting of February 13, 2002: A motion was made by Board Member Mears, seconded by Board Member Rockwood and unanimously carried to approve the Minutes of the Tree Conservation Board meeting of February 13, 2002. 4. Old Business A. Tree Removal Applications 1) Lot 11, Block 4, Ocean Grove Unit l: Building Official Ford advised the Board that he walked the site to verify the survey and that he found the survey to be fairly accurate. He also advised that the only tree the applicant needs to mitigate is a 13" Sycamore. A motion was made by Board Member Rockwood, seconded by Board Member Shaughnessy and unanimously carried to approve the application and to direct the Building Official to issue a permit for the removal of 13" of hardwood to be replaced with 6.5" of hardwood. B. 2047/2049 Seminole Road/Request to Plant Trees on City Right-of--Way: Building Official Ford stated that he spoke with Public Works with regard to this request and that Public Works did not have a problem with the applicant planting the trees on City right-of--way. The Board moved this agenda item to the end of New Business. S. New Business A. Tree Removal Applications: 1) 28 Sherry Drive: Ms. Cherry Bradshaw introduced herself and stated that she was the innkeeper at The Palms. She advised that they would like to remove one palm tree due to the replacement of a rotting fence and would like to plant a new palm tree in the courtyard for mitigation. A motion was made by Board Member Mears, seconded by Board Member Shaughnessy and unanimously carried to approve the application and to direct the Building Official to issue a permit for the removal of a 14,5" palm tree to be replaced with a 7.25" palm tree. 2} Lot 6, Block 160, Section H: Mr. J. C. Williams introduced himself and stated that he would like to build a 1,531 square foot house on this property. The Board determined that the applicant would like to remove 66" of pine. A motion was made by Board Member Shaughnessy, seconded by Board Member Rockwood and unanimously carried to approve the application and to direct the Building Official to issue a permit for the removal of 66" of pine to be mitigated with 33" of oak on site. ~, " `" Minutes of Tree Conservation Board February 27, 2002 Page 2 4.B. 2047/2049 Seminole Road: Building Official Ford advised that in the past the Board has approved planting trees on the City right-of--way. However, Building Official Ford recommended denial of this request due to the large drainage ditch and the addition of two houses being built next to this site. A motion was made by Board Member Mears, seconded by Board Member Shaughnessy and unanimously carried that Building Official Ford notify Courtney Builders that the Tree Conservation Board has voted to require the mitigation of 8" of oak trees as a payment into the Tree Fund at $117 per inch. 1198 Mayport Road: Building Official Ford advised that the developer of the property located at 1198 Mayport Road has almost completed the project and is ready to plant the trees on Dutton Island that are required for mitigation. Building Official Ford stated that at this point in time, there is no irrigation at Dutton Island and, therefore, the applicant requested to pay mitigation in the amount of $22,000 into the Tree Fund. A motion was made by Board Member Mears, seconded by Board Member Rockwood and unanimously carried that the mitigation for 1198 Mayport Road, which was to be planted at Dutton Island, be paid in monies to the Tree Fund in the amount of $22,000. 6. Reports and Announcements Building Official Ford advised that he would distribute a copy of the City proposed planting sites at the next meeting. 7.
