MINUTES OF TREE CONSERVATION BOARD March 26, 2002 A regular meeting of the Tree Conservation Board was held Wednesday, March 26, 2002, in the City Hall Conference Room. Present were Barbara Mears, Carol Rockwood, Maureen Shaughnessy, Building Official Don Ford and Susan Dunham. 1. Call to Order The meeting was called to order at 11:07 a.m. 2. Recognition of Visitors None. 3. Approval of Minutes of Meeting of Februarv 27.2002 A motion was made by Board Member Rockwood, seconded by Board Member Shaughnessy and unanimously carried to approve the Minutes of the Tree Conservation Board meeting of February 27, 2002. 4. Old Business None. 5. New Business A. Tree Removal Applications: ,. 1) Unit 1, Lot 47, Oceanwalk: The Board determined that the applicant was requesting removal of 40" of oak and 94" of various species of trees. A motion was made by Board Member Rockwood, seconded by Board Member Shaughnessy and unanimously carried to approve the application and to direct the Building Official to issue a permit for the removal of 40" of oak to be mitigated with 12" of oak on site and 8" of oak to be planted on site; the removal of 94" of various species of tree to be mitigated with 13" of Hickory on site plus 34" of various species to be paid into the Tree Fund or planted on site. 2) 1808 Beach Avenue: Board Member Mears advised that the 12" Magnolia is located in the exterior zone, not the interior zone and would require 6" of mitigation. Board Member Mears also advised that there are three oak trees on the 18"' Street side of the property marked for removal that are not marked for removal on the survey. Building Official Ford responded that he would check on the status of these trees. A motion was made by Board Member Mears, seconded by Board Member Shaughnessy and unanimously carried to approve the application and to direct the Building Official to issue a permit for the removal of 12" of Magnolia to be mitigated on site with 6" of existing oak. In addition, the Building Official is to question the incorrect tagging of certain trees on the site as to be removed so that they are not removed. 2) Lot 3 Together with the South'/Z of Lot 2, Block 131, Section H: The Board determined that the applicant was requesting the removal of 28" of oak and 44" of pine. A motion was made by Board Member Shaughnessy, seconded by Board Member Rockwood `'` and unanimously carried to approve the application and to direct the Building Official to issue a permit for the removal of 44" of pine to be mitigated with 22" of hardwood trees; the removal of Minutes of Tree Conservation Board March 13, 2002 Page 2 `, 28" of oak to be mitigated with 14" of oak using 11" of oak on site and leaving a remainder of 3" of oak to be planted on site. 3) Lot 1 Together with the North 1/a of Lot 2, Block 131, Section H: The Board determined that the applicant was removing 39" of oak. A motion was made by Board Member Shaughnessy, seconded by Board Member Rockwood and unanimously carried to approve the application and to direct the Building Official to issue a permit for the removal of 39" of oak to be mitigated with 20" of oak on site on the north property line. 6. Reports and Announcements A. Historical Tree Ordinance: Building Official Ford reminded the Board that at a previous meeting, they had discussed the possibility of asub-committee working on the Historical Tree Ordinance. He stated that he spoke with Richard Bell who indicated he would be glad to work on the Ordinance. Board Member Rockwood stated that she would contact Judy Jacobson and Board Member Mears stated she would contact Mae Jones. Building Official Ford advised that Bryce Hadlow of Hadlow Office Park located at 1198 Mayport Road, has paid $23,200 into the Tree Fund. He further stated that the Parks and Recreation Beautification Department has identified the west side of Seminole Road at Atlantic Boulevard as a site to plant trees. Building Official Ford further advised that the: contractor who is developing that property has agreed to landscape and install a sprinkler system and the City has agreed to install the ~~:~,, trees. 7.
