available for review at the City of Atlantic Beach Building Department located at 800 Seminole Road,
Atlantic Beach, Florida.
If any person decides to appeal any decision made by the Tree Conservation Board with respect to any
matter considered at the above. meeting, he or she will need a record of the proceedings; and for such
purpose, may need to ensure that a verbatim record of the proceedings is made, which record includes the
testimony and evidence upon which the appeal is based.

TREE CONSERVATION BOARD

A regular meeting of the Tree Conservation Board was held Wednesday, April 24, 2002, in the City
Hall Conference Room. Present were Barbara Mears, William Permenter, Joan McCloud (arrived at
7:30 p.m.), Carol Rockwood, Maureen Shaughnessy, Building Official Don Ford and Susan Dunham.
1. Call to Order
The meeting was called to order at 7:07 p.m.
2. Recognition of Visitors
Visitor Dorothy Kerber arrived at 7:15 p.m.
3. Election of Officers
A motion was made by Board Member Rockwood, seconded by Board Member Shaughnessy
and unanimously carried to elect Board Member Mears as Chair. A motion was made by Board
Member Rockwood, seconded by Board Member Permenter and unanimously carried to elect
Board Member Shaughnessy as Co-Chair.
4 Approval of Minutes of Meeting of April 10, 2002
A motion was made by Board Member Rockwood, seconded by Board Member Shaughnessy
and unanimously carried to approve the Minutes of the Tree Conservation Board meeting of
Apri110, 2002.
5. Old Business

6. New Business
A. Tree Removal Applications:
1) 150 Sherry Drive: The Board advised that the location of the trees on the survey is inaccurate.
Building Official Ford stated that the trees are to be relocated and the applicant is presenting 100
percent mitigation. Board Member Rockwood requested that the applicant consider moving the
driveway between the new gazebo and the palms so the colonnade of palm trees would not have to be
relocated. She further stated that if the applicant could accomplish this, it would mean that only the
tree labeled PS would need to be moved.
A motion was made by Board Member Permenter, seconded by Board Member Shaughnessy
and unanimously carried to approve the application and to direct the Building Official to issue a
permit for the relocation of siz pahn trees on site. The Board has noted an additional palm to
the south of Pl that seems to be in the proposed right-of--way and suggests that the Builder
double-check this location prior to construction. The Tree Board also requested that since the
palm trees are in a colonnade form that the applicant considers moving the driveway so that the
palm trees do not have to be relocated.
7. Reports and Announcements
A. Historical Tree Ordinance: Chair Mears advised the Board that the Historical Tree Ordinance
Sub-Committee met prior to this meeting and approved a statement of purpose. She stated that the
sub-committee is proposing to meet every Tuesday at 7:00 p.m. until a proposal to the City

Building Official Ford informed the Board that the flyover is almost completed. He stated that he
accomplished an inspection last week and found that 18 more trees were required so more trees will be
planted around the retention ponds on West Fourth Street and Begonia Street. He further stated that he
would complete the final inspection next Wednesday.
Building Official Ford stated that the trees on Seminole Road by Atlantic Boulevard should be planted
in about two weeks. He further stated that the contractor has already installed the sprinkler system and
water well

HISTORICAL TREE ORDINANCE SUB-COMMITTEE

A regular meeting of the Tree Conservation Board Historical Tree Ordinance Sub-Committee was
held Wednesday, April 24, 2002, in the City Hall Conference Room. Present were Richard Bell, Mae
Jones, Barbara Mears, Maureen Shaughnessy, Building Official Don Ford and Susan Dunham.
1. Call to Order
The meeting was called to order at 6:05 p.m.
2. Historical Tree Ordinance
The sub-committee members discussed and agreed to the following statement of purpose:
"As fellow residents of Atlantic Beach, we appreciate our town's social, cultural, and other unique
characteristics. As members of the Tree Board, we take special pleasure in our role as stewards of the
tree canopies that distinguish this community.
Among these canopies are colonnades of Sabal palms that have shaded our streets for decades. In
photos dating to the 1930's, these special palms are clearly visible delineating original beach corridors.
Then, as now, they were icons of the ambience associated with our beach. The enclosed
documentation details the locations and boundaries of these colonnades.
~~° To protect and preserve these living sentinels of the past, it is the unanimous request of the Tree Board
that the City Council designate, by ordinance, the following: that specified colonnades of trees are
significant elements of our landscape; that they have contributed to the unique character of Atlantic
Beach; that these trees are therefore historic landmarks; that as such, they will be preserved and
protected from harm.
We are asking for your help in this preservation effort. With your support and that of the Council, we
can maintain these trees and the legacy they represent for future generations."
Building Official Ford distributed the draft ordinance for each member to review. Building Official
Ford informed the sub-committee that the website www.isa-arbor.comJtree might be a good resource
for developing and evaluating tree ordinances.
It was determined that Maureen Shaughnessy would prepare the pictures for presentation and Richard
Bell would explore the website and download pertinent information.

There being no other business or discussion, the meeting was adjourned at 7:00 p.m.
