MINUTES OF TREE CONSERVATION BOARD June 12, 2002 A regular meeting of the Tree Conservation Board was held Wednesday, June 12, 2002, in the City Hall Conference Room. Present were Joan McCloud, Barbara Mears, William Permenter, Carol Rockwood, Maureen Shaughnessy, Building Official Don Ford and Susan Dunham. 1. Call to Order The meeting was called to order at 7:02 p.m. 2. Recognition of Visitors None. 3. Approval of Minutes of Meeting of Mav 22, 2002 A motion was made by Board Member Shaughnessy, seconded by Board Member Permenter and unanimously carried to approve the Minutes of the Tree Conservation Board meeting of May 22, 2002. 4. Old Business None. 5. New Business A. Tree Removal Applications: -, 1) 2375 Seminole Road: Building Official Ford advised that the applicant requested that his application be deferred until the next Tree Conservation Board meeting. 2) Lot 3, Block 150, Section H: Barbara Mears advised that she would abstain from voting on this application due to the fact that she prepared the tree survey for the applicant. Mr. Ray Hinson introduced himself as the contractor for the applicant. Mr. Hinson stated that he would like to remove a 22" pine and a 32" oak to be mitigated with oaks on site. A motion was made by Board Member Rockwood, seconded by Board Member Shaughnessy, to approve the application and to direct the Building Official to issue a permit for the removal of 22" of pine to be mitigated on site with a S.S" oak, a 4" oak and a 3.5" oak; and the removal of a 32" oak to be mitigated on site with a 5.25" oak, a 4" oak and a 3.25" oak. The vote was called and Joan McCloud, William Permenter, Carol Rockwood and Maureen Shaughnessy voted in favor of the motion. 3) Lot 4, Block 199, Section H: Building Official Ford advised the Board that the applicant was not able to attend this meeting but requested that the Board review the applications for Agenda items S.A.3., S.A.4. and S.A.S. The Board changed the order of the agenda, addressing S.A.S. first, S.A.4. second and S.A.3. third. 5) Lot 6, Block 199, Section H: Board members made corrections to the survey. A motion was made by Board Member Permenter, seconded by Board Member Shaughnessy and unanimously carried to approve the application and to direct the Building Official to issue a permit for the removal of 23" of oak to be mitigated on site with a 5" oak, a 3" oak and two 4" oaks. In Fem. addition, the Board recommended that Mr. Bennett consider moving the footprint of the house to the north to protect the 23" oak which is not designated on site to be removed. Minutes of Tree Conservation Board June 12, 2002 Page 2 4) Lot 5, Block 199, Section H: The Board made corrections to the survey A motion was made by Board Member Rockwood, seconded by Board Member Shaughnessy and unanimously carried to approve the application and to direct the Building Official to issue a permit for the removal of 23" of pine to be mitigated on site with a 4" oak and two 5" oaks. 3) Lot 4, Block 199, Section H: The Board discussed the application. A motion was made by Board Member Shaughnessy, seconded by Board Member Permenter and unanimously carried to approve the application and to direct the Building Official to issue a permit for the removal of 35.5" of bay and 32.25" of sweet gum to be mitigated on site with 4" of sweet gum, 15" maple, 8" of oak and 12" of bay. Reports and Announcements Chair Mears requested that the application form be updated. She stated that the current application is confusing and that a large number of surveys and applications were incorrect. A motion was made by Board Member Shaughnessy, seconded by Board Member Permenter and unanimously carried that the City of Atlantic Beach Tree Removal instructions be updated for clarity as follows: include on the diagram that the building footprint be included; that the applicant clearly mark exterior and interior zones on the diagram; and include a few examples for clarity. Additionally, that Board members bring additional suggestions for changes to the next Tree Conservation Board meeting. A motion was made by Board Member Rockwood and seconded by Board Member Permenter that the City of Atlantic Beach designate someone on staff to go to the sites to measure the trees and that the Board will use the measurements determined by the staff member. Board Member Rockwood stated that there is a confusion of which measurements to use because Board members determine different measurements. Concern was also expressed about the liability of the City in case of illness or injury and lack of permission from owners to walk property. A vote was taken and the motion passed by unanimous approval. Chair Mears expressed concern with regard to moving the berm and replant trees at 66 Dewees Street. Building Official Ford stated that he would look into this matter. Board Member Shaughnessy advised Building Official Ford that someone dumped a pile of dirt and the end of West Third Street and Camilla. Building Official Ford stated that he would look into this matter also. A. Update from Historical Tree Ordinance Sub-Committee: Chair Mears advised that the draft ordinance was complete but that the Sub-Committee was still working on the presentation. Building Official Ford advised the Board that the Tree Fund has approximately $38,000. He asked Board members to identify areas on public property that require trees. He also suggested that the Board look at the block of Ahern Street between Sherry Drive and East Coast Drive as a possible candidate for trees. >~ Minutes of Tree Conservation Board June 12, 2002 Page 3 7.
