MINUTES OF TREE CONSBRVATIf}N BEARD October 23, 2002 A regular meeting of the Tree Conservation Board was held Wednesday, October 9, 2402, in the City Ha11 Conference Roorn. Present were Barbara Mears, William Permenter, Maureen Shaughnessy; Building Official Dan Fard and Recording Secretary Susan I?unhair~. l . Call to Order The meeting was called to order at 7:02 p.m. 2. Recognition of Visitors None. 3. Annroval of Minutes. of Meeting of October 9..2002 A motion was-.made by Board Member Permenter, seconded by Board Member Shaughnessy and unanimously. carried to approve the Minutes of the Tree Conservation Board meeting of October 23, 2002, as written. 4. Old. Business Chair moved to address_New Business prior to Old Business. 5. New Business A. Tree Removal Applications: The Board changed. the order of the Agenda as fotlaws: 5) Lot 39, Ocean Grove, I7nit 2: Mr, _Richard Bell. introduced himself as .contractor for this property and Mr. Dick Goodman as one of the owners of the property. Mr. Bell advised that they would like to move the 10".Leland cypress and remove the. pine. Mr. Goodman stated that the peach tree was diseased and- they would like-to move the lemon tree and the Satsuma tree to another site. Building Official. Ford suggested that the applicants. contact. Early. Piety to determine the health of the 8-" peach tree. A motion was made by Board Member Shaughnessy, seconded by Board Member Permenter and. unanimously carried to direct the Building Official to issue a permit. for the removal of a 21" mulberry, a 8.25" pine. and a 8" peach totaling 18..5" of mitigation required. A 3.5" bay and a 4.5" pecan on site. will beused for mitigation requiring an additional 10.5" of mitigation. The Tree Conservation Board suggests that a certified arborist give an opinion on the condition of the 8" peach tree and, if it is determined that the tree is diseased, the.-additional mitigation. required would be .reduced to 6.5" 6) 589 Levy Road: Building Official Ford advised that. all .the trees on the property have already been used for mitigation. Chair Mears stated that the applicant was requesting removal of 11" of sycamore. A motion was made by Board Member. Permenter, seconded by Board Member Shaughnessy and unanimously carried. to direct the Building Official to issue a permit for the removal of two 5.5" sycamore trees requiring 5.5" of mitigation to be paid into the Tree ,,„r Fund at the rate of $117 per inch_ Minutes of Tree Conservation Board Qctoher 23, 2x02 Page 2 1) 1101 Cornell Lane: Building Official Ford stated that there was a 14" pine in the exterior zone that was dead.. Chair Mears stated that the applicant was requesting removal of a .13" palm, a 12" palm, and a 10".pine. totaling 25" of palm and 10" of pine. A motion was made by Board Member Shaughnessy, seconded by Board Member Permenter and unanimously carried to direct the Building Official to issue a permit for the removal of 10" of pine and 25" of palm to be mitigated on site with an 11" pine and a 12" water Qak. 2) 1103 Cornell Lane: Building Official Ford advised that there was a 20" water oak on this property that was dead. Chair Mears stated that the. applicant was requesting removal of 7" of water oak. A motion was made by Board Member Shaughnessy, seconded by Board Member Permenter and unanimously carried to direct the Building Offiicial to issue a permit for the removal of 7" of-water oak to be mitigated on site with a 9" water oak. The Board noted that the 20" water oak was dead, 3} 1105 Cornell Lane: Building Official Ford advised that the 15" palm tree was located on the building line. A motion was made by Board Member Permenter, seconded by Board Member Shaughnessy and unanimously carried to direct the Building Official to issue a permit for the removal of a 1S" _palm tree with no mitigation required. 4) 1147 Cornell Lane: The Board determined that the trees requested for removal required no mitigation. A motion was made by Board Member Permenter, seconded by Board Member Shaughnessy and unanimously carried to direct the Building Official to issue a permit for the removal of six pine trees in-the iirterior zone with no mitigation .required. Chair Mears requested-that the Building Official remind applicants that tree barriers be located further away from trees.. Building Official Ford advised that barriers were required to be located a minimum of six feet away from the tree. 5) Lot 39, Ocean .Grover 1Clnit 2: Addressed at the beginning of New Business. 6) 589 Levy Road: Addressed at the begmning of New Business. Old- Bu- sm~ess A_ Tree Removal Application Form: Board member Permenter suggested that a workshop be -held- to finalize the Tree Removal Application-Form. The Board called a special called meeting .for November 12, 2Q02, at 6:00 p.m. $. Draft of Annual Tree Conservation Board Report to .City Commission: Building Official Ford distributed the year-end report for Board members to review.
