AIM .i,. , MINUTES OF S TREE CONSERVATION BOARD February 20,2001 A regular meeting of the Tree Conservation Board was held Tuesday, February 20, 2001 in the City Hall Conference Room. Present were Mae Jones, Chairperson, Camille Hunter, Barbara Mears, Richard Bell and Building Official Don Ford. Judith Jacobson was absent. 1. Call to Order The meeting was called to order by Chairperson Jones at 7:45 p.m. 2. Recognition of Visitors None 3. Approval of Minutes of Meeting of February 5,2000 Board Member Mears requested that the minutes be amended to reflect the following: In the second paragraph under Item 4-1 (a)the rate that was applicable at the time they applied six • months ago should be indicated $82.50 per inch and under Item 6 Building Official Ford's report should be included to reflect that he would verify the results of the Historic Tree Survey to ensure an accurate count. He indicated that the ordinance protecting the historic trees would be based on the totals reflected in the survey. A motion was made by Board Member Mears, seconded by Board Member Hunter and unanimously carried to approve the minutes of the Tree Conservation Board Meeting of February 5, 2001 as amended. 4. Old Business/Tree Removal Applications None 5. New Business A. 1. Tree Removal Application for 1519 Jordan Street Dale Devine of 764 Sandy Oaks Court, Ponte Vedra, FL, representing Beaches Habitat, was present. Mr. Devine explained that Beaches Habitat would be constructing a single family home on the property and there was very little room to reconfigure the driveway. 0 Discussion ensued concerning the location of the trees on the property. Board Member Mears .— 4... , • Minutes Page -2- Tree Conservation Board February 20, 2001 stated it was difficult for her to determine the location/placement of the trees at the site. Board Member Bell noted that an 8" pine had been left out of the tree count and should be included in the cluster of trees to the right of the proposed driveway. Mr. Devine pointed out the trees to be removed, and discussion of trees to be used for mitigation ensued. The Board Members expressed their concern for the survival of pine trees at a construction site and stated that they usually declined and died within three years if disturbed during construction. A motion was made by Board Member Hunter, seconded by Board Member Bell and unanimously carried to approve the application and to direct Building Official Ford to issue a permit for the removal of one 22. 9" pine, one 12.4" pine, and one 8.9" pine to be mitigated on site with one 16.2" pine and one 7.0" pine. Board Member Hunter advised Mr. Devine that the trees used for mitigation must be barricaded around the drip lines during construction and must live for one year. 2. Tree Removal Application for 1549 Jordan Street • Mr. Devine explained that Beaches Habitat would also be constructing a single family home on this property. A motion was made by Board Member Bell, seconded by Board Member Mears and unanimously carried to approve the application and to direct Building Official Ford to issue a permit for the removal of one 19.1" palm to be mitigated on site with one 14.6 pine. 3. Tree Removal Application for 2224 Oceanforest Drive West Kevin Holthaus, owner of the property, introduced himself and explained that he and his wife wished to build a pool and screen enclosure on their property and would have to remove three or four trees. He indicated that the tree marked 4X on the site plan in the exterior zone and the others were in the interior zone. Mr. Holthaus indicated that he had remeasured the distance from the pool enclosure to the 7" Laurel Oak marked 2X on the site plan and found it would not have to be removed since it was outside the footprint of the enclosure. He indicated that the tree was located nine feet from the edge of the pool construction site and inquired as to what he should do to keep it alive. Discussion ensued and it was pointed out that oak trees must be mitigated with oaks. Board Member Bell inquired as to where Mr. Holthaus' lot ended and it was pointed out that his property extended into the lagoon, however, there was more than 20' from the oak to the water's • edge. Mr. Holthaus inquired concerning the types of trees that could be planted close to the water, and was told that bay trees, cypress and red maples all liked "wet feet". (.+ 4. , • Minutes Page -3- Tree Conservation Board February 20, 2001 A motion was made by Board Member Hunter, seconded by Board Member Mears and unanimously carried to approve the application and to direct Building Official Ford to issue a permit for the removal of one 10" Laurel Oak to be mitigated on site with one 7" Laurel Oak(2X on site plan). Mr. Holthaus inquired if he could plant another oak tree in the same area if the tree died. Board Member Hunter advised that if the tree was accidently removed during construction or died, he would have to come back before the Board with his new plan. It was pointed out that if anyone is found to be in violation, he would have to mitigate inch for inch. 6. Reports and Announcements Historic Tree Survey Building Official Ford reported he had found six trees which had not been included in the Historic Tree Survey. He indicated that two of the six trees were located close to the property line and needed additional verification to make sure they were on city property. He stated the • trees would be added to the survey when the verification was complete . Building Official Ford reiterated the importance of an accurate tree count since the historic tree ordinance would be based on the survey data. Mayport Road Kangaroo Gas Station Retention Pond Building Official Ford reported that a problem arose in that the retention pond was constructed larger than shown on the building plans. He indicated company would be paying into the tree fund in lieu of planting trees on the steep bank of the larger retention pond. Building Official Ford stated that he would report the amount of mitigation funds they paid based on the new rate of$117 per inch at the next meeting. Tree Plantings - Seminole Road Board Member Bell inquired if the Sycamore trees being planted on Seminole Road were purchased from mitigation funds. Building Official Ford indicated he did not know if they were or not. A brief discussion concerning the use of Sycamores along the ditch ensued and concern was expressed that the leaves from the trees would clog the ditch. Atlantic Beach Tree Brochure • Board Member Hunter reported that she was working on the brochure and would bring it to the Board as soon as it was completed. .
