• If any person decides to appeal any decision made by the Tree Conservation Board at the above meeting,
he will need a record of the proceedings, and for such purpose, may need to ensure that a verbatim record
of the proceedings is made, which record shall include the testimony of evidence upon which appeal is to
be based.
MINUTES OF
TREE CONSERVATION BOARD
• February 7, 2000
A regular meeting of the Tree Conservation Board was held Monday, February 7, 2000, in the City Hall
Commission Chambers. Present were Mae Jones, Chairperson, Camille Hunter, Judith Jacobson, Eloise
Koerber and Staff Member Susan Dunham.
The meeting was called to order by Chairperson Mae Jones at 7:30 p.m.
2. Recognition of Visitors
1. Mae Jones introduced the City Manager, Jim Hanson. Mr. Hanson came before the Board to
announce an organizational change to assist in enforcement of the Tree Ordinance. Don Ford will be
the liaison to the Tree Conservation Board in charge of plan review,permit review and enforcement.
Since Don Ford and his staff are already out at the sites inspecting the building related issues,they
can also be inspecting the tree related issues,thereby increasing efficiency and reducing the number
of site visits. Board members stated that it was a welcome and positive move. Don Ford suggested
adding an agenda item at the next meeting to discuss expectations of staff and what staff can do to
better serve the Tree Conservation Board. Judith Jacobson suggested compiling a shared list of
concerns to give to Don Ford prior to the next meeting.
3.A. Old Business/Tree Removal Applications
1. A portion of Government Lot 7, Section 8, Township 2 South, Range 29 East, Duval County: Hilton
Meadows introduced himself as Principal of Diversified Environmental Planning who represents Mr.
Kirit Patidar, Owner and Developer of the property. Board members asked for clarification in regard
• to trees marked for removal on the survey but marked in red and blue at the site. Mr. Meadows stated
that the tree survey was correct but that the blue markings on the trees on site were incorrect. In
addition,the survey shows a 15"double oak in the parking spaces with the words "to remain"next to
it. Mr. Meadows stated that that tree is to be removed. Mae Jones advised Mr. Meadows that the
ligustrum patio tree does not meet the criteria for a replacement tree as outlined in the Tree Ordinance
so he would have to find another tree to use for replacement. Judith Jacobson moved that we accept
the application as submitted with the amendment that the oaks to be removed equals 293", other
hardwood to be removed equals 143". These inches will be mitigated with 144"of oak and 143"of
other hardwood per the submitted application, and the remaining 61"to be mitigated by paying into
the tree fund. Camille Hunter seconded the motion, which passed unanimously
4.A. New Business/Tree Removal Applications
1. Northeast Corner of Atlantic Court(wooded lot east of Kindercare Daycare): Stephen Miller of
Miller Construction introduced himself to the Board as the representative of Sal's Marble and Tile.
Mr. Miller advised the Board that the tree survey submitted to the Tree Board was incorrect. Mr.
Miller distributed the corrected site plan to the Board members for discussion purposes only.
5. Reports and Announcements
The Tree Conservation Board discussed the following issues with Don Ford:
1. No follow-up system, no history of property;
2. No way to know if what the Board approves actually occurs;
3. No one reviewing applications for accuracy prior to the applications being placed on agenda.
6. Approval of Minutes of Meeting of January 18, 2000
• Eloise Koerber moved to approve the Minutes of the Tree Conservation Board meeting of January 18,
2000; Judith Jacobson seconded and the motion carried.
