Adjournment • If any person decides to appeal any decision made by the Tree Conservation Board at the above meeting, he will need a record of the proceedings, and for such purpose, may need to ensure that a verbatim record of the proceedings is made, which record shall include the testimony of evidence upon which appeal is to be based. • MINUTES OF TREE CONSERVATION BOARD III February 22,2000 A regular meeting of the Tree Conservation Board was held Monday,February 22,2000,in the City Hall Commission Chambers. Present were Mae Jones, Chairperson,Richard Bell, Camille Hunter,Judith Jacobson,and Staff Members Don Ford and Susan Dunham. The meeting was called to order by Chairperson Mae Jones at 7:40 p.m. 3.A. Old Business/Tree Removal Applications 1. Northeast Corner of Atlantic Court(wooded lot east of Kindercare Daycare): Mr. Stephen Miller of Miller Construction introduced himself to the Board as the representative of Sal's Marble and Tile. After discussion, Richard Bell moved that we accept the application for the removal of 647.4"of trees (624.4"hardwood, 14"oak and 9"palm)which requires 324"of mitigation(313"hardwood, 7"oak and 4"palm); 152"of hardwood will be preserved on site;4"oak, 10"palm and 160"hardwood will be planted on site with the condition that the crape myrtles be planted 10 feet apart; and 3"oak will be paid into the tree fund. Judith Jacobson seconded the motion,which passed unanimously 4.A.New Business/Tree Removal Applications 1. Lots 4 and 5, Block 244, Lots 4 and 5, Block 245, Section H: Merve Russell introduced himself to the Board. Mr. Merve Russell apologized to the Board for the inconvenience regarding his previous Tree Removal Application and explained that he did not know that there was a tree removal process in Atlantic Beach. The Code Enforcement Board ruled in their meeting of January 11, 2000,that Mr. Russell would have to pay$7,466 into the Tree Fund for violating the Tree Ordinance. Mr. Russell III proposed that for this violation,he pay$3,000 into the Tree Fund. Judith Jacobson advised Mr. Russell that the Tree Conservation Board is not able to negotiate cash value because the Tree Ordinance determines the cash value. However,Judith Jacobson did advise Mr. Russell that he could request planting trees on site instead of paying into the Tree Fund which would constitute a revision to his application. Regarding Mr. Russell's current application,the Board discussed and came to an agreement with Mr. Russell regarding measurements of trees and condition of diseased trees. Richard Bell moved that we accept the application for the removal of 24.5"of oak and 68"of hardwood to be mitigated with 21.5" of oak preserved on site,which leaves 24.5"of hardwood to be planted on site. Camille Hunter seconded the motion,which passed unanimously. After further discussion with Mr. Russell regarding his previous Tree Removal Application,Richard Bell moved that Mr. Russell pay$3,000 into the Tree Fund for the 90.5"of trees he removed without a permit and plant an additional 54"of hardwood trees on his property prior to Mr. Russell receiving a Certificate of Occupancy. Camille Hunter seconded the motion,which passed unanimously. 5. Reports and Announcements Chairperson Mae Jones advised the Board that the Beautification Committee would like to amend the Tree Ordinance so that$2,000 a year of tree mitigation funds could be placed on private property. Susan Dunham elaborated on the tree giveaway planned by the Beautification Committee. Don Ford advised the Board that his department performed 24 inspections on trees around construction projects in the last ten days. In addition,Don has initiated the following within his department: • 1. Will begin to issue tree permits,which will be entered into the computer system and tracked. 2. Tree plans will be required to be located on site along with house plans for ease of inspection. 3. Will begin to provide monthly reports to the Tree Conservation Board. Approval of Minutes of Meeting of February 7, 2000 Camille Hunter moved to approve the Minutes of the Tree Conservation Board meeting of February 7, 2000; Judith Jacobson seconded and the motion carried. 7.
