06-26-00 v MINUTES OF • TREE CONSERVATION BOARD June 26, 2000 A regular meeting of the Tree Conservation Board was held Monday, June 26, 2000, in the City Hall Conference Room. Present were Richard Bell, Camille Hunter, Judith Jacobson and Staff Member Susan Dunham. 1. Call to Order The meeting was called to order by Richard Bell at 7:35 p.m. 2. Recognition of Visitors None. 3. Approval of Minutes of Meeting of June 5, 2000 Camille Hunter moved to approve the Minutes of the Tree Conservation Board meeting of June 5, 2000; Judith Jacobson seconded and the motion carried. 4.A. Old Business/Tree Removal Applications 1. Review of Jacksonville Transportation Authority Flyover Project/Retention Pond. No one was present to address this item. Camille Hunter moved that Agenda Item 4.A.1. Review of Jacksonville Transportation Authority Flyover Project/Retention Pond be deferred due to a lack of documentation and a lack of anyone from JTA to attend the meeting. Judith Jacobson seconded and the motion carried. • 5.A. New Business/Tree Removal Applications 1. Lot 4, Block 102, Section H: The Board discussed this application and stated that the survey is incorrect. Several of the trees were measured incorrectly, not all trees were indicated on the survey, and trees to be used for mitigation were not indicated on the survey. Judith Jacobson moved that this application be deferred with instructions to the applicant to put all trees 6"DBH or greater on the survey,to indicate on the survey which trees are to be used for mitigation and to include multi-trunk trees properly calculated and that the trees be re-measured to correct the measurements. Camille Hunter seconded the motion and the motion carried. The JTA representative arrived at this time. Camille Hunter moved that we reinstate JTA on the Agenda. Judith Jacobson seconded and the motion carried. 4.A.1. Review of Jacksonville Transportation Authority Flyover Project/Retention Pond. Mr. Roger Sharp introduced himself to the Board as the representative of JTA and apologized for being late. Mr. Sharp indicated that the survey has been corrected with an accurate accounting of the trees to be removed. In addition, Mr. Sharp presented a sketch of what could be done to the retention pond to save the larger trees. Camille Hunter expressed her concern that if the berm is constructed that it would adversely impact some of the trees located close to the berm. Richard Bell suggested that JTA consider moving the retention pond east to leave a natural barrier between the pond and the walkway. Mr. Sharp indicated that the new location of the pond removes more total inches of trees but saves the larger trees. Due to the larger number of trees being removed, Mr. Sharp requested that the Board base the mitigation on the original application amount and not the new mitigation amount due to the fact that JTA was accommodating the Board in moving the pond. Judith Jacobson stated that the Tree • Ordinance does not allow the Board to make this kind of accommodation. In conclusion, Mr. Sharp indicated that he would provide revised drawings and revised tree mitigation calculations by Friday, July 30, for inclusion in the Agenda packet for the meeting of July 5. • Minutes of Tree Conservation Board June 26, 2000 Page 2 III6.
