TREE CONSERVATION BOARD
September 5, 2000

A regular meeting of the Tree Conservation Board was held Tuesday, September 5, 2000, in the City
Hall Conference Room. Present were Mae Jones, Chairperson, Richard Bell, Camille Hunter, Judith
Jacobson, Barbara Mears, Building Official Don Ford and Susan Dunham.
1. Call to Order
The meeting was called to order by Chairperson Jones at 7:35 p.m.
2. Recognition of Visitors
None.
3. Approval of Minutes of Meeting of August 21, 2000
Board Member Hunter requested that the Minutes of August 21, 2000, be corrected as follows:
Page 2, 5.A.1., second to last paragraph change"close to property line"to "in the interior zone"; and
Page 2, 5.A.1., last paragraph delete the sentence `Building Official Ford indicated that Mr. Manolis
had planted three trees on the right-of-way and had more than enough trees on site."
A motion was made by Board Member Hunter, seconded by Board Member Bell and
unanimously carried to approve the Minutes of the Tree Conservation Board Meeting of
August 21, 2000 as amended.
4.A. Old Business/Tree Removal Applications
• 1. Lot 1, Block 1,Donner's Subdivision(28 Dudley Street): Marvin Nash of 12425 Eagles Claw
Lane, Jacksonville, explained that the existing building was to be torn down for the purpose of a
new building and to expand the parking lot.
Board Member Jacobson stated to Mr. Nash that the 17"and 18"pines located in the southeast
corner of the property were not dead. The Board agreed that the triple oak,the 16"pine,the 13"
pine,the 15"pine and the 10"oak in the middle of the lot were dead.
After discussion Mr. Nash agreed to keep the 8"oak on the east side of the lot and the 15"oak on
the west side of the lot. In addition, Mr. Nash will relocate the 14"and 15"palms on the west
side of the lot. Mr.Nash further advised that he would be keeping all the pecan trees and
transplanting all the palm trees. The Board determined that there would be no mitigation required
on the Chinaberry tree as it is considered a nuisance tree.
A motion was made by Board Member Bell, seconded by Board Member Jacobson and
unanimously carried to approve the application and to direct Building Official Ford to issue
a permit for the removal of 15" of oak, 35" of pine and the removal and transplanting of
183" of palm. The oak will be mitigated with an 8" oak preserved on site,the 35"of pine
will be mitigated with a 7" pecan preserved on site, requiring mitigation of 10.5" of
hardwood. The chinaberry can be removed without mitigation because it is a nuisance tree,
and all the dead trees on site may be removed.
2. Lots 1 and 2, Block 2, Donner's Subdivision: Marvin Nash of 12425 Eagles Claw Lane
addressed this application. The Board determined that all trees to be removed are in the interior
zone.

111 A motion was made by Board Member Bell, seconded by Board Member Hunter and
unanimously carried to approve the application and to direct Building Official Ford to issue
a permit for the removal of 87" of oak and 12" of pine to be mitigated on site by 43.5" of
oak and 6" of hardwood.
5.A. New Business/Tree Removal Applications
1. 2316 Beachcomber Trail: Chris Adamec of 2316 Beachcomber Trail, Atlantic Beach, Florida,
addressed this application as owner of the property. Mr. Adamec brings this application to the
Board for the purpose of removing trees to remodel his home and install a pool. The Board
determined that the palm trees are not protected and,therefore, will not require mitigation. Board
Member Hunter stated that the 26"oak tree is partially uprooted, declining in health and
dangerous. Board Member Hunter stated that it would be in the homeowner's best interest to
have an expert look at the tree and determine its condition.
A motion was made by Board Member Jacobson, seconded by Board Member Hunter and
unanimously carried to approve the application and to direct Building Official Ford to issue
a permit for the removal of 26" of protected oak,with 13" of oak to be mitigated by
payment into the Tree Fund unless documentation by Early Piety can be provided stating
that the 26" oak tree is dead or dying.
6. Reports and Announcements
The Board discussed the Sunshine Law meeting held on August 29, 2000. In addition, a discussion
was held regarding the Jacksonville Transportation Authority's Tree Removal Application for the lot
north of the Hess Gas Station on Mayport Road. Building Official Ford informed the Board that the
• Jacksonville Transportation Authority requested that this property be included in the September 18,
2000, Tree Conservation Board Agenda. Building Official Ford stated that he would mark the
property into five quadrants for ease in inspecting.
Building Official Ford brought to the Board's attention a palm tree leaning to the west on Park
Terrace West between Seminole Road and Club Drive. Building Official Ford has received four calls
stating the tree is dangerous and requesting that it be removed.
7. Adjournment
There being no other business or discussion, the meeting was adjourned at 9:40 p.m.
