04-20-98 v TREE CONSERVATION BOARD Minutes of meeting of April 20, 1998 The Board held meeting on Monday April 20th,1998 at City Hall. Present were: Mae Jones, Chairman Susan Bullock Judy Jacobson Richard Bell Staff: George Worley, Community Development Director The meeting was called to order at 7:35 PM by Mae Jones, Chairman. Agenda Item 3.A.1. This item was taken out of order due to no representatives being present for the old business items. Mr. J.E. Gipson introduced himself to the board and explained his desire to construct a duplex at 121 Ardella Road. Discussion occurred as to the correct location of the front property line due to the lack of public Right-of-Way in front of this lot. It was determined that the lot dimensions and setbacks shown on the application were sufficient to proceed. Mae Jones noted that she measured the tree designated on the application as a 19" pine and found it to be 21". After discussion the Board determined that 21" was the correct measurement. Based upon the removal of 21" of protected tree the applicant must replace 10.5" of hardwood trees, at a minimum size of 2 caliper inches, on-site. Agenda Item 2. A. No representative of the applicant for 1700 Francis Avenue. The applicant was to bring back a mitigation proposal to the Board. The Board agreed to defer action on this item until the next meeting to allow the applicant to present their proposals. Agenda Item 2.B. Michael Dunlap, the owner of this property, was not able to attend and requested by telephone that the item be deferred to the next regular meeting. The Board discussed the confusion caused by the lack of appropriate tree markings and expressed the desire for the applicant to clearly mark the site prior to the meeting. Following the agenda items, the Board discussed the difficulties caused by poor or inaccurate tree surveys, While desiring to relieve property owners of the expense of costly professional tree surveys, the Board concluded that guessing at the content of homeowner provided drawings or repeatedly deferring items for revision was not in the best interest of the public or of the Board. The Board determined that, in the future they will be more strict in requiring accurate surveys from both builders and homeowners. The application contains an example drawing for all applicants to follow Susan Bullock announced that she was leaving the Board due to a change of residence that takes her outside of the City of Atlantic Beach. The Board expressed their sorrow at her leaving the Board and discussed the need to recommend someone to replace her. Given that summer is close at hand, the Board had some concern about maintaining a quorum if Ms. Bullocks seat remains vacant and one or more remaining members takes vacation. It was decided that names should be submitted to the Mayor as soon as possible. Discussion of the Tree Inspection Stamp design occurred, with Rick Bell moving to accept a design provided by Susan Bullock. Judy Jacobson seconded and the design was accepted. Staff will follow up with the production of the stamp. There being no further business before the Board, the meeting was adjourned at 8:50 PM. 4q/ I/ Secretary
