05-06-96 v V TREE CONSERVATION BOARD Minutes of May 6 , 1996 The Board held its regular meeting on Monday, May 6 , in the City Commission Chambers . Present were : Hope Van Nortwick, Chairman Mae Jones Judy Jacobson Rick Bell Rick Beaver Staff: George Worley, Designee Carl Walker, Coordinator Rick Beaver, in the absence of Hope Van Nortwick, called the meeting to order at 7 : 35 PM. Ms . Van Nortwick arrived at 7 : 40 PM and chaired the remainder of the meeting . The first item of business was consideration of the tree re- moval application for property described as Lot #84 , Sec . #3 , Saltair Subdivision. Peggy Cornelius of Cornelius Construc- tion was present and distributed to the Board a revised copy of the plans which incorporated changes to the trees for re- moval . Changes were color highlighted on the revision and included those to remain on the lot as mitigation for those proposed for removal . It was calculated that the trees , protected by ordinance , to be removed were 4 oak trees totaling 32" DBH and 1 cedar, 16" DBH . Additionally, there was 1 palm tree with a 24" DBH . The plans showed a total of 9" DBH of oak trees to be pro- tected as partial mitigation for oaks to be removed. There was some conversation on the possibility of relocating the driveway in order to save additional trees but Ms . Cornelius felt that construction of the driveway would damage the trees to the extent that they would not live . Ms . Cornelius also expressed that the applicant did not in- tend to replace any trees on the lot and was knowledgeable that a contribution could be made to the City Tree Planting Fund as an alternative . Rick Bell moved to approve the plans , as proposed, with the requirement that the cost of 7" DBH of oak trees , 8" DBH of other hardwood trees , and 12" DBH of palms be donated to the City Tree Fund . Judy Jacobson seconded and the motion car- ried unanimously. George will calculate the cost and advise the applicant . Under old business , George reported that he had walked the site at Saturiba and found that all of the trees planted by Tiffany by the Sea were living . However, by letter from City Attorney Alan Jensen ( copy attached ) , Mr. Mansouri had been ordered to replace one tree . George also advised that the revision to the building permit inspection card had been made and the revised form was now in use . Carl was asked to include a copy of the document in the next Board packet. A question was asked of the Board by George as a result of requests he had received by applicants for special meetings . These were in instances where applications were filed late or incomplete . Mae Jones voiced that two meetings per month seemed sufficient ; Judy Jacobson added that holding special meetings would be precedent setting . The Board agreed , by consensus . Further discussion followed on the designation of specimen trees . Board members reported the results of their handling on specific areas of the program which they had volunteered to undertake . These areas , as well as others which were di- cussed by the Board, will continue to be pursued. Under reports or announcements , George advised that Florida Classic Homes had submitted seventeen ( 17 ) applications for tree removal at various sites in Section H . Actual house footprints were not shown on the plans and tree removals were based on the entire buildable area of the lot . The Board agreed that this was insufficient information and the applicant will be so informed by George . Judy Jacobson made a motion to approve the minutes of the last meeting, as read. Mae Jones seconded and the motion passed unanimously. There was no further business and the meeting adjourned at 8 : 40 PM . Respectful y submitted, R. cha . I spoke with Mr. Worley today and he indicated that one tree needs to be replaced under the one year warranty you were required to provide on the replacement trees. I would appreciate you making sure that this tree is replaced immediately and that you provide to me proof or evidence of such replacement. The City certainly does not wish to have any further administrative hearings nor any other type action in order to enforce this agreement.
