01-17-95 TREE CONSERVATION BOARD Minutes of January 17, 1995 The Board held its regular meeting on Tuesday, January 17, in the Conference Room of City Hall. Present were: Hope Van Nortwick, Chairman Mae Jones Richard Beaver Tom Frohne Jim Pelkey Staff: Carl Walker, Coordinator The meeting was cal led to order at 7:30 PM by Hope Van Nort- wick, Chairman, in the City Hall Conference Room. The first item of business was the application for tree remo- val at Lot #20, Unit #3, Oceanwa l k. David Willis, contractor, introduced himself as representing the property owners. He stated that the owners were concerned with the removal of two large oaks, 28" and 29" DBH, respectively. However, attempts to shift the house footprint on the lot and/or~ reverse the house plan had not been successful in saving the two oaks. The Board discussed changing the placement of the house on the property but it was finally agreed that the extreme grade change of the lot would preclude safely protecting the two oaks. It was calulated that the hardwood trees totaled 102" DBH, not counting the palm trees proposed for removal. Mr. Willis brought out that an extensive tree canopy remained. Jim Pelkey moved to accept the plans with the exception that mitigation be made for the removal of the 28" and 29" DBH oak trees and a 20" DBH bay tree, totaling approximately 77" DBH. Replacement of hardwood trees, each with a DBH of 3" or more, are to be planted on the lot for a total of 25" DBH. The motion was seconded by Mae Jones and carried unanimously. Discussion followed on the requirement of Tiffany by the Sea to install ten (10) trees on public property since there is not sufficient room on the Tiffany property. It was agreed that the location for the planting would be Saturiba Drive and that the trees should be placed approximately 30' apart. Rick Beaver voiced that he felt sycamore trees would be pre- ferable at that location but other members stated that they were in favor• of the planting of oak trees. Tom Frohne made a motion to require Tiffany by the Sea to purchase and install ten (10) laurel oak trees, with a mini- mum of 3" DPH each, to be installed in the right of way on both sides of Saturiba Drive. Jim Pelkey will coordinate the planting with George Worley, Board designee. The motion was seconded by Rick Beaver and passed unanimously. It was also discussed that a time limit should be placed for the planting and installation of the 16 trees to be placed to the side of Seminole Road near the Tiffany property. George Worley is to inform Mr. Mar►souri, by letter, that all of the trees must be in place no later than March 31, 1995. Rick Beaver reported that he had spoken with Larry Figart, Urban Forester, who agreed to speak with the Board at a regu- lar meeting. Rick will notify Mr. Figart to see if he will be available for the meeting of February 20. Rick also pointed out that he had checked the property in Sec. H, Block #103, Lots #1, #3, and #4, and found that no barricades were placed for protection of the trees to remain on those lots. In a similar manner, no barricades have been placed to protect trees on lots being developed by Frank Thrower in Section H, Block # 147 which were reviewed at the Board meeting of December 19, 1994. In both cases, George Worley will check for compliance and, if necessary, see that a stop-work order is issued on the properties. It was discussed that there was a need to verify compliance with Board actions on removal applications. It was recom- mended that a procedure be established to note on the permit card at the time inspections are made. Barricading can be checked when the first footing/foundation inspection is made; replacement tree installation can be verified when the final inspection is made prior to issuance of the Certificate of occupancy. George will report on this at the next meeting. Rick Beaver moved to accept the minutes of the last meeting, as read. Tom Frohne seconded; the motion passed unanimously.
