08-07-95 v TREE CONSERVATION BOARD Minutes of August 7 , 1995 The Board held its regular meeting on Monday, August 7 , in the Commission Chambers . Present were: Hope Van Nortwick , Chairman Jim Pelkey Mae Jones Staff: George Worley , Designee Carl Walker , Coordinator The meeting was called to order at 7 : 30 PM by Hope Van Nort- wick , Chairman . The first item of business was consideration of the tree re- moval application for Lot #1 and part of Lot #2 , Block #72 , Section H . Ron Hoffman introduced himself as representative of Thrower Homes , the builder for the property . In addition , Mr . Hoffman was also representing the builder for 3 other adjacent properties . Hope Van Nortwick stated that none of the trees on the lots were flagged or marked . She further pointed out that marking trees for removal is a requirement shown on the application . Mr . Hoffman explained that the lots were heavily wooded making it difficult to flag the trees . He also said that most of the trees to be removed were in the middle of the lot where the duplexes were to be constructed . There was further Board discussion and Jim Pelkey stated that he found that some of the trees proposed for removal were smaller than shown on the survey; others were not in the lo- cation shown or do not exist. As a result, the application and documents would indicate a greater amount of DBH inches to be removed than actually exist. Hope Van Nortwick moved to defer action on the applications until the next regular meeting or until the trees are pro- perly marked , on site , and a corrected survey submitted . The motion was seconded by Mae Jones and carried unanimously . The next item on the agenda, tree removal at 1589 Main Street was withdrawn and did not require Board consideration. Trees proposed for removal by the City of Atlantic Beach at Donner Park had not been flagged or otherwise identified when Board members had been on site prior to the meeting date . It was also pointed out that the number of trees shown on the application and survey did not correspond and that no sizes were indicated on the survey for those trees to be removed. Mae Jones moved to defer action on the application until the next meeting or until an accurate survey was submitted and the trees properly marked on site . The motion was seconded by Hope Van Nortwick and passed by a unanimous vote . Hope Van Nortwick brought the Board up to date on progress being made by the Tree Ordinance Amendment Committee. She advised that when the final draft of the Ordinance proposal had been prepared , she would appreciate the Board members re- viewing it prior to its being submitted to the Commission . There were also a few areas discussed by the Board pertaining to mitigation and/or sizes of both protected and unprotected trees . George Worley advised that the status of the Tiffany by the Sea situation remained the same. He also mentioned that work was continuing on the 16th Street beach access. Carl Walker brought to the attention of the Board that the first regular meeting in September was scheduled for Labor Day , September 4 . The Board agreed on changing it to Tues- day , September 5 . Carl will make the necessary arrangements. Mae Jones made a motion to approve the minutes of the last meeting , as written . Hope Van Nortwick seconded and the motion unanimously passed .
