11-06-95 v TREE CONSERVATION BOARD Minutes of November 6 , 1995 The Board held its regular meeting on Monday , November 6 , in the City Commission Chambers . Present were : Hope Van Nortwick , Chairman Rick Beaver Jim Pelkey Staff : George Worley, Designee Carl Walker, Coordinator The meeting was called to order at 7 : 35 PM by Hope Van Nort- wick , Chairman . No representative was present for discussion on the applica- tions for removal on Lot # 7 and # 9 , Block # 5 , Subdivision "A" (4th street) . The Board deferred action on the two ap- plications until later in the meeting . Mr . Harry Trevett of Trevett Homes , Inc. was present for the reconsideration of the tree removal application for Lot # 24 , Ocean Grove . Mr . & Mrs . Larry Fyffe , property owners , were also in attendance . Mr . Trevett and Mr . Fyffe advised that the placement of the house on the lot had been changed twice in order to save trees to the front of the property . Also, the walkway to the front porch had been redesigned so that an additional oak tree could be saved . It was noted by the Board that almost all of the trees were located in the front of the lot and only 2 trees with 6" DBH or more were in the rear of the property. Discussion took place on shifting the house further to the rear of the lot , but Mr . Fyffe pointed out that the trees proposed for removal lean in a westward direction . He also stated that decking was planned in the rear of the lot and possibly a pool installed there at a future date . Rick Beaver questioned the landscape plans and Mr . Fyffe re- sponded that he intended to include the planting of a hard- wood tree in the front, west of the driveway . Jim Pelkey moved to accept the plans as submitted , if the owner was willing to plant one 3" DBH oak on the northeast corner of the lot . Rick Beaver seconded and the motion pas- sed by a 2-1 vote (Van Nortwick against ) . The applications for Lots # 7 and # 9 were reviewed although there was still no representative present. Jim Pelkey had discussed the proposed removal/relocations with the builder. On Lot # 7 , the 9 palm trees are to be relocated elsewhere on the lot , as is a sycamore tree . On Lot # 9 , the 5 palm trees listed are also to be replanted on the property. After discussion, Rick Beaver moved to accept both applica- tions , with the stipulation that one 3" DBH hardwood tree is to be planted on each of the two lots. Jim Pelkey seconded and the motion passed by a 2-1 vote (Van Nortwick against ) . Hope advised that the proposed tree ordinance amendment is to be placed on the agenda for first reading at the November 13 Commission meeting . The public hearing is to be scheduled for the following Commission meeting of November 27 . Hope asked the Board members to attend the two meetings , if possible. If there is any change to this tentative schedule , members will be notified. Rick Beaver brought up the tree removal by the City on pro- perty adjacent to the Donner Road extension. Carl advised that only dead pine trees had been removed. Rick also men- tioned an area of trees which have been flagged, north of Selva Marina Drive . George explained that the trees were not marked for removal but for surveying purposes as a waterline is proposed for placement in that location. George also advised that the application for tree removal at Donner Park will be on the agenda for the next Board meeting . Construction of the Community Center will not begin until following the Board meeting of November 20 . Hope Van Nortwick moved to approve the minutes of the last meeting ; the motion was seconded by Jim Pelkey and passed unanimously.
