05-02-94 v TREE CONSERVATION BOARD Minutes of May 2, 1994 The Board held its regular meeting on Monday, May 2, in the Commission Chambers of City Hall. Present were: Jim Pelkey Torn Frohne Hope Van Nortwick Staff: George Worley, Designee Carl Walker, Coordinator The meeting was called to order at 7:30 PM by Jim Pelkey, acting as Chairman in the absence of Carolyn Woods. The first application for review was for Lot # 24, Oceanwalk, Unit # 2. Property owner Pete Mabry introduced himself and advised that the tree removal application had been revised to show a total of 16 palm trees, 1 magnolia (20" DBH) , and 1 hickory tree (7" DBH) . The change was due a swimming pool, spa, and decked area to be installed at the time the house is to be constructed on the property. During discussion, Hope Van Nortwick brought up that there were only 27" total DBH hardwood trees to be removed and a significant number of large hardwoods to remain on the lot. Hope Van Nortwick moved to accept the plans, as proposed. The motion passed unanimously after being seconded by Torn Frohne. Roger A. Higginbotham, builder, and Mrs. Schuppert, co-owner of the property, were present for discussion on lot # 17, Oceanwalk, Unit # 1. The plans call for removal of 9 palms, 1 bay tree ( 6" DDH) and 2 oaks ( 20" & 31" DBHs) . Mr. Hig- ginbotham explained that the house design had been modified in order to save several other large oaks on the property. During discussion, it was calculated that approximately 57" total DBH of hardwoods were proposed for removal. Torn Frohne moved that the plans be accepted with an exception that a total of 12" DBH of hardwood trees, with a minimum of 3" DBH each either be replaced on the lot or donated to the City for planting on public property. Hope Van Nortwick seconded the motion which carried unanimously. Mr. Chris Kathe, representing Dennis Rosa, property owner of Lot # 51, Unit # 1, was present for Board view of the re- moval of 4 palm trees on the above property. There are only 2 hardwood trees in existence on the lot and they are to re- main. Hope Van Nortwick made a motion to accept the plans, as presented. Tom Frohne seconded ; the motion unanimously passed. The final application for consideration was for property de- scribed as Lot # 63, Oceanwalk, Unit # 1. Pill Hardager, owner of the property, was in attendance for discussion of the removal application. The Board members expressed that the lack of markings on the trees on the lot had made it dif- ficult to properly evaluate the plans. It was also noted that the plans had not yet been submitted to the Oceanwalk Architectual Review Committee. There was discussion as to the condition of a 20" oak which was proposed for removal and which was shown on the appli- cation as being in a damaged condition. However, the Board members had been unable to verify this condition. Including this oak, there were a total of 36" DDH hardwood trees for removal. Torn Frohne made a motion to approve the plans, with the exception that a total of 12" DBH hardwood trees, each having a minimum of 3" DBH, either be replaced on the lot, or donated to the City. Hope Van Nortwick seconded; the motion passed unanimously. In additional business, George Worley was asked if lots to come before the Board for tree removal could be posted in some manner, similar to the posting utilized by the Community Development Board. George will look into the feasibility of this being accomplished. Minutes of the last meeting were reviewed and a motion made by Tom Frohne to accept them as read.
