07-19-93 v TREE CONSERVATION BOARD Minutes of July 19, 1993 The Board met for its regular meeting on Monday, July 19, in the Commission Chambers of City Hall. Present were: Carolyn Woods, Chairman Jim Pelkey John Weldon, Jr. Staff: George Worley, Board Designee The meeting was called to order at 7:35 PM by Carolyn Woods. The first application for Board review was for property des- cribed as Lot # 15, Unit # 2, Tiffany by the Sea. Both Louis Sabatier, the builder, and Lester Dominick, property owner were present for discussion with the Board. It was pointed out that the proposed house footprint and pool area resulted in a majority of the existing trees to be removed. It was calculated that approximately 196" of hardwood trees were to be removed, according to the plans, and 46" to remain. Replacement trees were discussed as well as the possibility of attempting to save some of the trees proposed for removal. John Weldon moved to approve the application with the stipu- lation that the two (2) 7" oaks on the eastern JEA easement be barricaded and saved; that all other trees marked for preservation be barricaded and saved; and that, in addition, the homeowner agrees to plant three (3) 3" DPH hardwood trees of h i ss choice, as replacements. Jim Pelkey seconded, and the motion passed unanimously. Sue Almand, co-owner of the property, was present for the Board' s consideration of the next application for Lot # 3, Oceanbreeze. Ms. Alrnand explained briefly the design of the house and how the plans were intended to take the natural condition of the property into consideration. Some discussion took place regarding the intended replacement trees to be placed on the lot. John Weldon expressed that the intent of the plans were in keeping with the objectives of the Board and moved to accept the application, as presented. Jim Pelkey seconded, and the motion passed unanimously. There was no representative present for review of the appli- cation for Lot # 5, Tiffany by the Sea. After discussion, the consensus of the Board was that, although an excessive amount of trees were to be removed, the dimensions of the house and the size of the lot, would riot allow for any of those trees to be saved. Jim Pelkey made a motion to ac- cept the plan, as drawn, with the exception that two (2) hardwood trees, with a minimum of 3" DBH each, be replaced. John Weldon seconded; the motion carried by a unanimous vote. Minutes of the last meeting were reviewed and a motion made by Jim Pelkey to accept them as written. The motion passed unanimously after being seconded by John Weldon. There was no further business before the Board and the meet- ing was adjourned at 8:45 PM.
