Minutes of Meeting of May 4, 1992
The Board met for its regular meeting on Monday, May 4, in
the Commission Chambers of City Hall. Present were:
Carolyn Woods, Chairman Torn Frohne
Jim Pelkey Hope Van Nortwick
Carl Walker, Coordinator George Worley, Designee
Guests: Mike & Sophia Rinaldi, Chuck Hardman,
Christopher Kathe
The Meeting was called to order at 7:30 pm.
A Tree Removal Application for Lot # 87, Unit # 1, Oceanwa l k,
was reviewed in the presence of Mr. & Mrs. Rinaldi, property
owners, and Mr. Hardman, builder. The application lists a
total of 32 trees to be removed ( 11 oaks, 18 palms, 1 cedar,
1 bay, and 1 cypress) .
Following discussion with the owners and builder, Hope Van
Nortwick moved to accept the application, as presented, with
the exception that a 14" and 15" oak adjacent to the north-
east area of the rear patio be saved. Torn Frohne seconded
the motion, and discussion followed. The motion was defeated
by a vote of 1-2 ( Jim Pelkey and Torn Frohne against. )
Further discussion took place and Mr. Hardman, builder, sug-
gested that the condition of the 15" oak be rechecked since
it appeared to be in poor health. Jim Pelkey moved that the
condition of the 15" oak be rechecked and, in the event that
it is verified to be in poor health, it may be removed and
the 14" oak remain. In the event both oaks are in good
health, both must remain. The motion unanimously passed.
George Worley will examine the tree in question.
Mr. Kathe, builder/owner of Lot # 89, Unit # 1, Oceanwalk,
discussed the plans and application for that property. After
a short discussion, Hope Van Nortwick moved to accept the
plans, as presented. Torn Frohne seconded and the motion was
passed by a unanimously vote.
There was no representative present for the review of the
application for removal of 3 oaks on Lot # 18, Unit # 4,
Oceanwalk. Following discussion, Hope Van Nortwick made a
motion to accept the plan, as submitted. A substitute motion
was made by Tom Frohne to accept the proposal with the ex-
ception that the owners make a contribution of equal inches
of oaks as those to be removed. With no second to the sub-
stitute motion, the original motion was seconded by Jim Pel-
key and was passed by a vote of 2-1 ( Tom Frohne against) .
Mr. & Mrs. Rinaldi, whose application was acted upon earlier
in the meeting, returned to the Chambers, advising that they
had revisited the lot and felt both trees were in good con-
dition so they will save the two oaks, as discussed.
Tom reported on the Oceanwalk architectural review meeting
he attended with 3 representatives from the Oceanwalk Archi-
tectural Committee on April 30. He felt that they were very
accomodating and the meeting was a positive one. Together
they had visited the 3 sites which were acted upon at this
Board meeting, and another lot to be reviewed by the Board at
a later date.
Carl advised that he had sent the letter discussed at the
last meeting to Mr. Mitchelson, over Carolyn Woods signature,
on May 2 or 3.
George advised that he had no report to make; Carl mentioned
that the next meeting of May 18 would be help in the Confer-
ence Room as the Chambers would be occupied.
A motion was made by Tom Frohne to accept the minutes of the
last meeting, as written. Hope Van Nortwick seconded; the
motion unanimously passed.
There was no further business, and the meeting was adjourned
at 3:45 pm.
