10-19-92 v V TREE CONSERVATION BOARD Minutes of October 19, 1992 The Board met for its regular meeting on Monday, October 19, in the City Commission Chambers. Present were: Carolyn Woods, Chairman Thomas Frohne Hope Van Nortwick John Weldon, Jr. Jim Pelkey George Worley, Designee Carl Walker, Coordinator Guests: Andy Fuxa and Bob Porter, Centex Homes The meeting was called to order by Carolyn Woods at 7:30 pm. Mr. Fuxa and Mr. Porter were present to discuss the request by Centex Homes for removal/relocation of trees within the water detention basin of Selva Linkside 2. The request, pre- viously tabled at the Board meeting of September 21, had been appealed to the City Commission by Centex Homes. As agreed at the Commission meeting of October 12, Centex provided the Board with a survey to show the trees within the easement and ten (1 u) feet west of the detention basin. There are a total of forty-eight (48) trees for removal/replanting, thirty (30) of which are palms, the remainder, hardwoods. At the next meeting, the Board will be provided with a tree sur- vey of the remainder of Phase 1, Unit 2. After discussion on disposition to be made of those trees, John Weldon moved to accept the proposal to remove all trees in the detention pond area in Phase 1, Unit 2 with the agree- ment that all trees that can be replanted will be replanted somewhere within the Selva Linkside development, and further- more, that at least five (5) hardwoods of at least 3" dia- meter be replaced anywhere within the development at the de- veloper' s discretion. Hope Van Nortwick seconded and dis- cussion followed on the placement of the replanted trees. As a result, John Weldon modified the motion to read ". . . . that at least five (5) hardwoods of at least 3" diameter will be replanted in Phase 1, Unit 2, within the right of way. Hope Van Nortwick seconded the modified motion and it passed unanimously. No representative was present for the review of the applica- tion for Lot # 3, Block # 147, Section H. George Worley ad- vised he was told that the builder or homeowner requested the removal of the one (1) tree as it was felt it was too close to the house. Carolyn Woods commented that she had been to the site and noted that the tree was not in good condition and its survi- val was questionable. After further discussion, a motion was made by John Weldon to accept the proposal to remove the tree with an except ion that a replacement be made of one (1) 3" diameter hardwood tree to be placed somewhere on the property at a location of the developer' s discretion. The motion was seconded by Jim Pelkey and passed with an abstention by Tom Frc'hne. Carl Walker reported that the introduction and first reading of the amendment to the Tree Ordinance was on the agenda for the regular Commission meeting of October 26. He also advised that a copy of the proposed amendment had been fur- nished the Mayor, City Commissioners, and City Attorney. The minutes were read and a correction made by Hope Van Nortwick to the first sentence of page three (3) to read " requires Board approval of only those trees of a 6" DBH, or greater. " The correct ion was so noted. Hope Van Nartwick moved to accept the minutes with the correction. John Weldon seconded and the motion passed unanimously.
