Minutes , Meeting of January 21 , 1991
The regular meeting of the Board was held at 7 : 30 pm in
the City Commission Chambers , City Hall . In addition to
Chairman Dezmond Waters , the following were present :

John Andresen
The meeting was called to order at 7 : 30 pm by Dezmond
Waters . Due to the builder (John Andresen) being pre-
sent , the first application reviewed was that of Lot
#37 , Oceanwalk #2 . The plans were reviewed and discussed
by the Board with Mr . Andresen. A motion was made by Jim
Pelkey that the removal of trees designated on the plans
be approved with a notation that the 25" oak immediately
south of the proposed dwelling be saved, if possible , or
removed, at the developer ' s discretion. John Weldon se-
conded the motion which passed unanimously.
The application for Lot #11 , Mealy Street , an industrial
area , was reviewed. Following discussion, Jim Pelkey
moved that approval be given for removal of only those
trees so noted on the site plan and that all other trees
be barricaded . The 19" oak adjacent to the proposed
parking lot must be carefully protected and that concrete
must not be laid within 6 ' of this oak. The 9" cherry
in the NW corner of the lot may be removed if deemed nec-
cessary by the property owner . John Weldon seconded the
motion which carried unamiously.
Final application for Board review was for a new, single
family residence at Selva Linkside . A .considerable amount
of discussion took place as to the driveway and garage
placement for the proposed house . A motion was made by
John Weldon that those trees approved for removal be so
indicated on the site plan with a red "x" and that an
additional permit would be required for any other trees
to be removed . All remaining trees must be barricaded
and/or preserved during construction. In particular, the
14" oak circled in red on the plan must be carefully pro-
tected against damage . The motion was seconded by Jim
Pelkey and passed ( 3-1 , Sandra Sheppard, against) . The
plans was noted to comply with the motion.
Dezmond Waters introduced George Worley, Community De-
velopment Director, to the Board and outlined a brief
background of the Board function and history. George
Worley explained his background and duties in his cur-
rent position as City Development Director .
Following a discussion on responsibilities and limits of
authority for the designee , John Weldon moved that
George Worley be appointed as the Tree Conservation Board
Designee . Sandra Sheppard seconded the motion which
carried unanimously.
The minutes of the meetings of the last regular meeting
and the special meeting of December 26 , 1990 were reviewed .
John Weldon moved that both be accepted, as written. Jim
Pelkey seconded; the motion carried unanimously.
With no •further business , the meeting was adjourned at
9 : 20 pm.
